Re: Ordinances 27-21 through 29-21 – Acquisition of Easements and Appropriation of
Right-of-Way – Riverside Drive East Shared-Use Path – Section 1 (19-011-CIP)
Summary
The Riverside Drive East Shared-Use Path – Section 1 Project (19-011-CIP) (the “Project”) will provide
a shared-use path on the east side of Riverside Drive from Emerald Parkway to 500 feet north of
Hanna Hills Drive. The shared-use path will be within a 20-foot wide perpetual easement between
Bright Road and the north terminus of the new path. In addition to the shared-use path, this Project
will extend a water line on the east side of Riverside Drive from Emerald Parkway to Hanna Hills
Drive. The extension of the water line is one of the utility extension areas (Area 4A) as identified in
the Dublin City Council adopted policy on December 7, 2015 to provide water and sanitary sewer
utility extensions to areas that do not currently have access to these public services. The water line
extension portion of this Project will serve 13 existing parcels of which 12 parcels have an existing
well. The Project area is served by an existing sanitary sewer.
The Project requires the acquisition of property interest from 11 property owners along Riverside
Drive. The City has participated in good faith discussions with all 11 property owners and hopes to
arrive at mutually agreeable terms with all property owners by the end of September 2021.
The current schedule is to advertise the project for bid in late 2021. Once the construction contract is
executed, construction activities are expected to commence in early 2022.
First Reading Follow Up
During the first reading of these Ordinances at the June 28, 2021 Council meeting, Council Member
Fox inquired about the plans for pedestrian access to the west side of Riverside Drive once this
portion of shared-use path along the east side of Riverside Drive is complete. The concern is that
individuals on the eastern path may want to cross Riverside Drive to access the Dublin Arts Center or
Scioto Park on the west side of Riverside Drive. The adopted 2021-2025 Capital Improvements
Program (CIP) does include $465,000 programmed in 2024 for the design and construction of
approximately 950 feet of eight-foot asphalt shared-use path on the west side of Riverside Drive
between Emerald Parkway and the Dublin Arts Center at 7125 Riverside Drive. Gaining access to
Scioto Park would require a future extension of the Riverside Drive West path described above. Given
the character of Riverside Drive in this area and the current speed limit, staff would not recommend
any at-grade pedestrian crossing on Riverside Drive unless it were to occur at a signalized intersection

such as Emerald Parkway or Hard Road. Presently, there is not a path extension programmed along
the west side of Riverside Drive from the Dublin Arts Center to Hard Road.
Aquisitions
The property acquisitions consist of the following property interests from each of the named property
owners, as depicted in the maps attached:
A Good Faith Offer Letter, the appraisal report and associated information, were provided to all
property owners in the fall of 2020.
These Ordinances authorize the City Manager to execute all necessary conveyance documents and
contracts to formally acquire the necessary property interest. The remaining properties involved with
the project will have separate legislation in the future to appropriate the necessary property interests.

Recommendation
Staff recommends adoption of Ordinance 27-21, 28-21, and 29-21 at the second reading/public
hearing on July 26, 2021 as these ordinances authorize the City Manager to execute all necessary
conveyance and contract documents to formally accept the necessary property interests described
above.
