Re: Resolution 38-21 – Accepting the Lowest and Best Bid for the Shannon Glen
Pedestrian Bridge Replacement Project (20-016-CIP)
Summary
On June 10, 2021, three (3) bids were received, publicly opened and read by Engineering staff for the
Shannon Glen Pedestrian Bridge Project (20-016-CIP). This Project will replace the existing single
span bridge structure with a new box culvert structure that includes head walls, wing walls, a
manufactured stone veneer, and a decorative railing. For Council’s reference, a copy of the
construction drawings for this Project has been provided for review in the BoardPaq packet for the
June 28, 2021 meeting, or a hard copy is available for review upon request.
The Engineer’s estimate for this project is $115,000.00. The budgeted funds in the 2021-2025 Capital
Improvements Program (CIP) for the replacement of the Shannon Glen Pedestrian Bridge in 2021 are
$75,000.00 in account AT20H – Annual Pedestrian Bridge Maintenance.
Double Z Construction submitted the lowest and best bid of $146,644.11. Staff has reviewed all bids
and a summary of the bids received is listed below.

The lowest bid received is greater than the Engineer’s estimate and likely reflects the result of recent
cost increases in material and labor. The additional funding necessary to complete this project is
available from unencumbered funds for related programs within the CIP.
The work for this project is expected to commence in July/August 2021 and the completion date is
November 1, 2021.
A pedestrian detour is planned during the project utilizing the shared-use path along the Shannon
Glen Neighborhood, Brand Road and Lombard Way.
The typical and customary communication methods will be utilized to convey construction information
with the residents and pedestrians throughout the duration of this Project.

Recommendation
Staff has thoroughly reviewed the bid submitted by Double Z Construction. Previous experience with
Double Z Construction has been favorable, including these recent projects: Dublin Methodist Hospital
Ingress Lane, Perimeter Drive & Commerce Parkway Roundabout, Dublin Road & Glick Road
Intersection Improvements, and S.R. 161/Eiterman Road Roundabout.
Staff recommends Council approval of Resolution 38-21 accepting as lowest and best, the bid of
Double Z Construction in the amount of $146,644.11 and authorizing the City Manager to enter into a
contract with Double Z Construction for this Project.
