Foster, PE, PTOE, Civil Engineer II Re: Resolution 21-21 – Accepting the Lowest and Best Bid for the Signalized Intersection Upgrade - Phase 3 Project Summary On March 25, 2021, five (5) bids were received, publicly opened and read by Engineering staff for the Signalized Intersection Upgrade - Phase 3 project (the “Project”). This Project will replace the traffic signal wiring and provide an upgraded base-mounted controller cabinet at the intersection of Riverside Drive (State Route 257) and Summit View Road. Additionally, the Project will provide for the installation of a new uninterrupted power supply (UPS)/back-up power supply system and new radar-based detection to improve the operational efficiency and maintainability of the intersection. A copy of the Project construction drawings has been provided for review in the BoardPaq packet for the April 12, 2021 Council meeting, or a hard copy is available for review upon request. The Engineer’s estimate for this Project is $161,500. The budgeted funds in the 2021-2025 Capital Improvements Program (CIP) for Signalized Intersection Upgrades – Phase 3 project are $165,000 in account AT18G – Traffic Signal Wiring and Cabinet Maintenance and Replacement. Complete General Construction Company submitted the lowest and best bid of $98,285.75. Staff has reviewed all bids and a summary of the bids is listed below. Construction of this Project is anticipated to commence in May 2021 and the intersection will remain open to traffic during construction. The completion date for the Project is November 19, 2021. The typical and customary communication methods will be used to convey construction information with the residents and motorists throughout the duration of this Project. The City will have a designated Engineering Project Inspector assigned to the work for this Project who will provide coordination, be available to answer any questions and manage access needs at adjacent residences throughout the performance of the work. Recommendation Staff has thoroughly reviewed the bid submitted by Complete General Construction Company and has determined it to be a complete and acceptable cost to perform the specified work for this Project. Previous experience with Complete General Construction Company has been favorable, including recent similar traffic signal upgrade projects: Signalized Intersection Upgrade - Phase 1 at the intersections of Bridge Street at High Street; Emerald Parkway at Coffman Road and Coffman Park Drive; and Frantz Road at Bradenton Avenue. Complete General Construction Company was also the contractor on several major projects in Dublin that included traffic signal work: US33/SR161 at I-270 Interchange Improvement; Riverside Drive Realignment; Riverside Drive at SR161 Roundabout; and the North High Street Widening project. Staff is confident Complete General Construction Company will perform well on this Project. Staff recommends Council approval of Resolution 21-21 accepting as lowest and best the bid of Complete General Construction Company in the amount of $98,285.75 and authorizing the City Manager to enter into a contract with Complete General Construction Company for this Project.
