The regular meeting of CDuncil was called to order by Mayor Lewis at 7:45 P.M.
with the following members present: Amorose, Chambers, Maurer, Lewis, Sutphen,
and Headlee. Mr. Thornton was absent. Also present were Mr. Sheldon, Village
Manager, and Mr. Smith, Law Director. Mr. Amorose pointed out, that a sente.nce
has been left out of the beginning of the minutes of the October 3rd meeting
and it needs to be corrected. Mr. Sutphen moved, seconded by Mrs. Headlee to
approve the minutes subject to the correction. Vote on the motion was
unanimous for approval. Mrs. Headlee moved, seconded by Mr. Amorose to approve
the bill listing for October 17th. Vote on the motion was unanimous for
approval.
Ordinance No. 38-83
Said ordinance dealing with the proposed rezoning of land across from and north
east of the Library was read for the second time. This was also a public
hearing and Mr. Halley, developer, represented the owners. There were no
opponents to the case. Mr. Halley told Council, that Planning and Zoning
Commission has recommended approval of his application for rezonig of the
subjed tract of eight acres from suburban residential to Central Business
District. He also told Commission, that the major part of this land is on the
flood plain and needs to be developed to meet special requirements. He intends
to elevate the proposed office buildings at least one ft. above the flood plain
and he understands that the development plans will have to be approved by the
engineer.

Ordinance No. 44-83
Said ordinance dealing with deleting Standard Construction Drawings from the
Codified Ordinances was read for the second time. This was also a public
hearing, but there were no opponents to the case.

Ordinance No. 39-83
Said ordinance dealing with the vacation of a major portion of Old High School
Road had been tabled. Mr. Amorose moved, seconded by Mr. Sutphen to remove the
ordinance from t~@bf~r the third reading. Vote on the motion was unanimous for
approval. Mr. Lewis pointed out, that the site plans submitted by the Dublin
Board of Education have been approved by Planning and Zoning Commission. Mr.
Chambers expressed his concern about the number of parking spaces shown on the
plans, that he believes are inadaquate. Mr. Bowman, the Planner, said the
building code requires one parking space per 15 students and he believes that
the number of existing and proposed new spaces will meet the requirements. Mr.
Bowman told Council, that the School Board is considering the renovation of the
Old Middle School for Administrative purposes. If they decide to sell the
existing Administration building and it becomes private property, it will have
to be rezoned. The Village will maintain access to the cemetery and the sewer
easement, after vacation of the road. Vote for approval of the ordinance was
unanimous except for Mrs. Headlee, who abstained.
Resolution No. 15-83
Said resolution dealing with deleting appendices "A" thru "U" from Chapter 1115
of the Codified Ordinances was introduced by Mr. Amorose and read for the first
time.

Resolution No. 16-83
Said ordinance dealing with repealing Section 1103.03 of the Codified
Ordinances was introduced by Mrs. Headlee and read for the first time.
Ordinance No. 47-83
Said ordinance dealing with establishing Electrical inspection fees and
declaring an emergency was introduced by Mr. Amorose and read for the first
time. Mr. Lewis asked, what the nature of emergency was, regarding this

ordinance. Mr. Warner explained that the Village is collecting inspection
fees, but no ordinance has ever been passed. To enforce fees, an ordinance
has to be adopted. Mrs. Headlee moved, seconded by Mr. Amorose to dispense
with the three time reading rule and pass the ordinance as an emergency
legislation. Vote on the motion as well as the ordinance was unanimous for
approval.

Ordinance No. 48-83
Said ordinance dealing with amendment to Compensation Ordinance No. 52-81
was introduced by Mr. Chambers and read for the first time.
Mr. Lewis said, that Council has considered adoption of additions to the
insurance plan. Mrs. Headlee made the motion, seconded by Mr. Sutphen to
adopt the dental plan and life insurance effective as of November I, 1983.
Vote on the motion was unanimous for approval.

Methodist Church signage.
Mr. Sheldon told Council that the Methodist Church wishes to install two
directional signs; one at Post and Avery and one on 745 and Brand Roads.
This request has been reviewed at the last meeting but needed to be examined
in more detail. Some of the Councilmembers expressed a concern about the
number of individual signs the Village may end up with in the future, others
felt that the proposed signs were not objectionable. Mr. Lewis suggested,
that a common sign be erected at the intersections in question for all the
Churches in the area, when the individual ones become a problem, but until
then each request could be approved. The minister of the Indian Run Methodist
Church came before Council to emphasize their need for the individual sign.
He suggested that Council might prefer to deal with the two signs seperately. .
Mr. Chambers moved, seconded by Mr. Sutphen to approve the sign at Post and
Avery Roads. The motion passed 4-2.

Mr. Lewis told Council he received a letter from the Chairman of the Committee
for Children soliciting the support of Council for Franklin County Children
Services' 1.1 mill Renewal Levy, which will be Issue 4 on the November
ballot. Mrs. Maurer made the motion, seconded by Mr. Sutphen to suspend the
rules of Council and approve the Levy as an emergency. Vote on the motion
and the resolution was unanimous for approval.
Capital Improvement Program
Mr. Lewis suggested that Council examine the entire list of items for the
Capital Improvement Program and select the ones that should not be postponed
beyond five years. Upon exceptance of these projects they should be sub-
mitted to the Village Manager and Finance Dir~ctor for further consideration.
Mr. Chambers stated that all the meetings are public and the public should be
encouraged to attend all the meetings. Mrs. Maurer believes, that the public
should be given the opportunity to discuss priorities with Council. She
suggested to use Mr. Bowman's list, which is broken down to subject matters.

1. Utilities.
a. Looping the waterlines for pressure and fire protection. One of the
most important loops is a 920 ft. connection from the middle of Rings
Road running in an east west direction to Frantz-/Rings intersection.
This would loop the whole south end of the Village. Mr. Chambers
suggested that officers of the Village list each item on a form,
that give classification of the item, a title, project number,
discription, and justification to make discussion about them easier.
Mr. Sheldon agreed to work on that. Mrs. Maurer recommended to
proceed with the discussion with the staff and then they should

summarize it for the next meeting in writing in the form suggested by
Mr. Chambers. Mr. Bowman and Mr. Warner discussed with Council the
different waterlines, the area they service, their size and pressure,
funding, and timing. Mr. Lewis said he believes that the water system
needs to be given a considerable amount of attention in the next five
years, so he is asking for the staff's recommendation as to what sequence
segments, direction and cost we should include in the Capital
Improvement Program.

b. Sewer
Mr. Lewis reported that he met representatives of the Development
Committee of Greater Columbus. This Committee has been largely
responsible for establishing a central Franklin County sewer and water
system in the past. They have asked what can be done to promote a more
cooperative government to govffnmentprojects and particularly with
Columbus as the focal point that will benefit suburban communities to
fairly representative extent. They did agree to the importanctbof the
west bank sewer and will assist us to secure help with fundi~~ the City
of Columbus and other funding agencies because that project's high
priority. There are four other sewer projects identified by Mr. Bowman
which he briefly explained to Council. Mr. Chambers said even if the
west bank sewer will be built in the next two or three years, the
improvement of the lift station should be taken care of right now. He
does not believe that bringing it up to the necessary standard should
cost half a million as it was estimated by the engineer.
2. Building and Engineering
lhe most important items under this heading are the Municipal Building
expansion and the maintenance facility. Computerizetion was also
mentioned. Studies for it are already on the way.
Mr. Lewis asked Mr. Warner to develop a general pattern for storm sewer
additions as he goes thru the other developmental long range projects.
3. Constuction Enqineering
Mr. Bowman and Mr. Warner explained to Council the 14 projects on Mr.
Bowman's Capital Improvement list.
4. Parks and Recreation
Mr. Lewis asked Mr. Spear to alert Council to sequen~of importance of
items on the list for Capital Improvements. Mrs. Maurer stated she feels
strongly about providing at least an outdoor pool with Village funding,
since we own land that should be used.
