The Director of Finance is hereby authorized to issue payments from the City Treasury against any of the foregoing appropriations upon receiving proper documentation, approved by the officer(s) authorized by law to approve the same; provided that no payment shall be paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance; and provided that appropriations within a work unit which is exceeded, can be offset by savings within another appropriations for the same work unit. Any internal amendments made within a work unit will be approved by the City Manager or his/her designee. Appropriations are based on the 2021 Operating Budget, which has been reviewed and adopted by separate Ordinance by City Council and which documents shall serve as the basis for determining the legality of an expenditure. Section 9. This ordinance shall take effect and be in force on January 1, 2021. Stiffler, Director of Finance Melody Kennedy, Budget Manager Re: Ordinance No. 47-20 Establishing Appropriations Based on the 2021 Operating Budget of the City of Dublin for the Fiscal Year Ending December 31, 2021 Summary Ordinance No. 47-20 appropriates funds for the 2021 calendar year based on the approved 2021 Operating Budget, Ordinance No. 29-20, and first year of the 2021-2025 Capital Improvements Program, Ordinance 21-20. Recommendation Staff recommends that City Council approve Ordinance No. 47-20 at the second reading/public hearing on December 7, 2020. The appropriations will be effective on January 1, 2021.
