A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
LOUIS RINGS RESIDENCE ROOF REPLACEMENT PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of
the Dublin Code, for the Louis Rings Residence Roof Replacement Project; and
WHEREAS, Council has determined that the bid submitted by E. Lee
Construction, Inc. constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by E. Lee Construction, Inc. in the total
amount of $191,850 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts
with E. Lee Construction, Inc. for performance and completion of the Louis
Rings Residence Roof Replacement Project pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the Facilities
Management Department,
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(x) of the Revised Charter.

Re: Resolution 72-20 — A Resolution Accepting the Lowest and Best Bid for
the Louis Rings Residence Roof Replacement Project
Summary
The Louis Rings Residence and Barns located at 6665 Shier Rings Road are listed on the National
Register of Historic Places (Ref. 79002765, 79002767, and 79002769). The City of Dublin owns the
property and structures and is committed to preserving them. The roof on the Residence structure is
deteriorating and was identified for replacement.
On October 29, 2020, bids were received, publicly opened, and read for the Louis Rings Residence Roof
Replacement Project. This project will complete significant maintenance important to the integrity of the
structure and is in furtherance of historical preservation efforts. The entire roof, box gutters and
downspouts will be replaced with new slate tiles, copper seam roofing, wooden box gutters and copper
downspouts consistent with the original construction materials. The small west porch is not original and
is failing and will be removed as part of the improvement. Waterproofing will be applied to the building
behind the main Residence. The Ohio State Historical Preservation Office staff reviewed the construction
drawings and also met with Staff onsite and concurred with the project scope.
The Architect's estimate was $208,000. The lowest and best bid for this project was submitted by E. Lee
Construction. Their total bid was $191,850 which is below the Architect's estimate. Staff has thoroughly
reviewed all bids and a summary of the bids is listed below.
Construction will start in late winter, as weather allows, and will be completed by May.

Recommendation
The Architect and staffs review of the low bidder's references confirmed their ability to complete the
scope of services to the expected standards. Staff recommends Council approval of Resolution 72-20
accepting as lowest and best the bid of E. Lee Construction, Inc. in the amount of $191,850 and
authorizing the City Manager to enter into a contract with E. Lee Construction, Inc. for this project.
