The regular meeting of Council was called to order by Mayor lewis at 7:30 P.M. with the following members present: Amorose, Chambers, Headlee, lewis, Maurer, Thornton and Sutphen. Also present were Mr. Strutner, Acting Manager, Ms. Prushing Finance Director, and Mr. Smith Law Director. Mr. Amorose moved, seconded by Mr. Lewis to approve the minutes of the June 20th meeting. Vote on the motion was unanimous for approval. Mrs. Headlee moved, seconded by Mr. Thornton to approve the bill listing for July 5th. Vote on the motion was unanimous for approval. The Clerk of Council read some correspondence that was addressed to Council. One was in praise of the recently held concert in Scioto Park, asking for more similar events. Another was from tAB Department of liquor Control, regarding notice of the October 1 expiration of liquor permits. There was also a letter from the President of the Dublin Kiwanis Club offering to sponsor a banquet for the Police Awards presentation. Mr. Strutner told Counci he has already responded and accepted the offer. Council concurred with this response. The proposed Tax Budget for Fiscal 1984 and the proposed use of Federal Revenue Sharing Funds was read for the third time. Vote on the approval was unanimous. Ordinance No. 29-83 Said ordinance dealing with rezDning of 10 acres north of Bridge Street at Shawan Way was read for the third time. Vote on the approval was unanimous. r- L Ordinance No. 33-83 ~aidQrdinance to regulate vehicular traffic in Dublin Cemetery was read for the third time. Vote on the approval was unanimous. Resolution No. 12-83 Said resolution dealing with participation in and citizen representation in Dublin Arts Council was read for the second time. Ordinance No. 34-83 Said ordinance dealing with amending the electronic game ordinance No. 26-82 Section C, (3), to delete the ma~imumnumber of mechanical, coin operated, electronic amusement devices permitted for anyone individual or premises, was introduced by Mr. Chambers and read for the first time. f""", . I ~ Ordinance No. 35-83 Said ordinance granting tAe consent of the Village for the Director of Transportation for the State of Ohio fa apply an asphaltic concrete surface course on the existing pavement and shoulders on US-33 beginning at the Dublin West Corporation and ending at the Dublin East Corporation was introduced by Mrs. Headlee and read for the first time. Since the job will be done at no cost to the Village and it needs to be done as soon as possible, Mr. Sheldon had suggested it should be passed as an emergency legislation. Mrs. Headlee moved, seconded by Mr. Chambers to dispense with the 3 time reading and pass the ordinance as an emergency. Vote on the motion, as well as on the ordinance was unanimous for approval. Council Roundtable Discussion. Mr. Thornton had a report. regarding his committee that had studied the di fferl>'l alternatives for the expansion of the Municipal Building. They considered a detached building versus an addition to the present building. The biggest problem with the addition is that there would be no further room for future expansion. The most significant advantage of the detached building is that it would enable us to have more physical recreational activities. Mr. Thornton also mentioned that Dave King, an architect, donated much of his time working with him and many other people had been most helpful in advising him. Form No. 1097 ~ Held JIJI)' 5, )983u 19 ""... ! looking at the two alternatives, she said that even though the separate building would be cheaper we would lose the basement by putting it on slab, and the second floor, because of the need of an elevator which is too expensive. The present building already has the elevator. Her other concern is the appearance of the warehouse type building on the same lot with one that has some architectural distinction. Finally, she also believes, that form should follow function. We should first decide what functions this building will perform. It could be a very inconvenient way to conduct Village ~ business, having to walk between two sep~rate buildings,in bad weather. Mr. lewis suggested that Mr. Sheldon and Mr. Strutner take this matter up with the Engineer and architect for further consideration. The committee is now disbanded. .... Mr. lewis asked the press to notify the public that Council is reconsidering the electronic games ordinance, so any interested citizens could appear at the next meeting to make comments on the amendments. He would also appreciate the press reminding the public to submit their recommendations for Charter amendments. Mrs. Maurer than told Council that Mr. Dixon, who is Chairman of the Committee that is working on the revision of the Charter, invited the public to submit their opinion to his home address in writing and at the same time he will set up interviews for people who want to make suggestions In person. r i '- Mr. Chambers expressed his concern about Council not making any plans for housing the police cruisers. He would like to draw attention to the importanc of this matter. Mr. Chambers also pointed out the fact, that the Village is not setting the good example it should in landscaping the public buildings. We have not done anything around the water tower. With reference to the Charter committee he said, the motion that was passed states: the committee should solicit maximum input from citizens yet the meetings are not open to the public. He also thinks that a lot of people assume his main objective is the popular election of the Mayor. He did not and will not discuss that matter with the Charter Committee. When the time is ripe, he will be persuing the path of citizen petitions and a referendum, that \~ll be easier to do, then unsell old convictions. Mr. Thornton made a suggestion: when the addition to the Municipal Building is completed and there is a large area designated to Park & Recreations, that should be called Heritage room. Mrs. Headlee asked Ms. Prushing to find out how the County Auditor arrives at the figure of inheritance tax they sent us this year. She has a personal interest in it and would like to know that Dublin is getting all it is entitled to. Mr. Smith told Council he will attend a meeting with Mr. Pickett and Co. and will report at next meeting. r ~ -.... Mrs. Maurer wished to clarify the procedure Mr. Dixon has chosen for getting citizen input. Altering the Charter of a community is a significant act; suggestions should be very carefully examined. For that reason Mr. Dixon asked that suggestions should be in writing. Mr~. Maurer and the other members of the committee believed this was a valid and ef.fective procedure for bringing forward serious comments from the public. Mr. Chambers still feels the only way to get maximum input from the public is by having the meetings open to the public and the press.
