A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
GLICK ROAD SHARED -USE PATH - SECTION 3 PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of
the Dublin Code, for the Glick Road Shared -Use Path -Section 3 project; and
WHEREAS, Council has determined that the bid submitted by Strawser
Paving Co., Inc. constitutes the lowest and best bid; and
NO ,THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
_ of its elected members concurring, that:
Section 1. The bid submitted by Strawser Paving Co., Inc. in the total
amount of $385,427.16 is hereby accepted.
S=on 2. The City Manager is hereby authorized to enter into contracts
with Strawser Paving Co., Inc. for performance and completion of the Glick
Road Shared -Use Path - Section 3 project pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the
City Engineer,
Section This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the project.
SS=o= This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Charter.

Re: Resolution No. 62-20 — Bid Acceptance for Glick Road Shared -Use Path - Section 3
Summary
On September 23, 2020, five (5) bids were received, publicly opened and read by Engineering staff for
the Glick Road Shared -Use Path - Section 3 project. This project will construct shared -use path along the
north side of Glick Road from Carnoustie Drive to Din Eidyn Drive and along the south side of Glick Road
from Din Eidyn Drive to Muirkirk Drive (east). The length of the path to be constructed will be 2,060
feet. A pedestrian crossing warning system is to be installed at a new crosswalk to be constructed
across Glick Road just east of Din Eidyn Drive, similar to the pedestrian crossing warning systems on
Glick Road at Caithness Drive and Glick Road at Carnoustie Drive. A copy of the Glick Road Shared -Use
Path - Section 3 project construction drawings has been placed in the Council Planning Room for your
reference and review.
The Engineer's estimate for this project is $450,000. The appropriated funds for the Glick Road Shared -
Use Path - Section 3 project in the Capital Improvements Tax Fund are $425,000 in account ET171.
Strawser Paving Co., Inc. submitted the lowest and best bid of $385,427.16. Staff has reviewed all bids
and a summary of the bids is listed below.

The majority of the shared -use path will be located within the existing Glick Road right-of-way. The
portion on the shared -use path located near Deer Run required the City to acquire a perpetual easement
from the Muirfield Association, Inc. to construct the shared -use path and 50 -foot long pedestrian bridge.
The Muirfield Association has agreed to donate to the City the necessary perpetual easement at Deer
Run and City Council is expected to adopt an ordinance at their October 12, 2020 meeting authorizing
the City Manager to execute all necessary conveyance documents to formally accept the donated
easement.

Staff anticipates the construction of this last segment of shared -use path along Glick Road to commence
in late October 2020. Glick Road will remain open to traffic for the duration of the construction. The
final completion date for the project is May 14, 2021.
Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Co., Inc. Previous experience with
Strawser Paving Co., Inc. has been favorable, including these recent projects: 2020 Street Maintenance
Program — Phase 1, Concord Road Shared -Use Path (constructed cooperatively with Concord Township
in 2019) and the Hyland -Croy Road/Riviera connector (the extension of Cacchio Lane) project in 2018.
Staff is confident Strawser Paving Co., Inc. will perform well on this project.
Staff recommends Council approval of Resolution No. 62-20 accepting as lowest and best the bid of
Strawser Paving Co., Inc. in the amount of $385,427.16 and authorizing the City Manager to enter into a
contract with Strawser Paving Co., Inc. for this project.
