A Special Meeting of Council was held on August 25, 1980, at
8:00 p.m. with the following members present: Chambers, Geese,
Headlee*, lewis, Mand and Maurer. Mr. Shawan was absent from
the meeting. Vice Mayor Maurer presided over the meeting.
*Mayor Headlee was absent from the meeting, arriving during the
capital improvements discussion.
33/FRANTZ/POST ROADS STUDY
Representatives of the C.E. Williams Co., Mr. Fred Kaiser and
Mr. Gordon Bookman, presented to Council a proposed study of
improvements for the intersection of Route 33/Frantz and Post
Roads. Two alternative plans were introduced and explained.
The design of the intersection would accommodate traffic increases
over the next 20 years. Following a review and discussion of the
plans, Mr. Geese moved to authorize the Village Manager to go ahead
with the Alternate Plan No.2 and to request estimates of cost and
working drawings to be submitted to Council with time estimates.
The motion was seconded by Mr. Lewis and unanimously approved.
Further discussion was held on concerns for other areas of the
Village where there are current or projected traffic problems.
Mr. lewis moved to request the Village Manager to proceed with
quotations on studies of the following:

1) Extension of Frantz Road to Tuttle Road
2) Rings Road at Frantz Road
3) Intersection of Post and Coffman Roads.
The motion was seconded by Mr. Mand and unanimously passed.
CAPITAL IMPROVEMENTS PROGRAM -- 1981-1985
Vice Mayor Maurer opened the discussion of the five year Capital
Improvements Program with a presentation prepared by the Capital
Improvements Committee. Mrs. Maurer pointed out that the follow-
ing considerations be made:
1) Determine needs and desires of the Community
2) Establishing priorities
3) Costs and future operating costs of improvements
4) Research sources of revenues.
The Committee submitted a listing of specific categories outlining
improvements proposed by Council, the administration and Parks
and Recreation Committee. Some cost estimates were also provided
on certain items. The available funds and projected funds which
would be available thru the suggested 1/2% income tax increase were
reviewed and discussed.

Mr. Chambers then discussed a Capital Improvements Program that
outlined speci fic "wants" and proposed methods of funding. The
three categories of capital improvements were divided as follows:
1) Miscellaneous/Minor Wants
2) Growth related wants
3) Quality of life wants.
Mr. Chambers suggested that Council first consider approval of a plan
in principle only. Then, approve the three "want" lists; ask admini-
stration to review and report back to Council; notify the public of
the plan and then present to the public for approval of obtaining
loans to fund the plan.

Mr. Geese suggested that Council consider moving ahead with some
of the projects yet in 1980.
Mr. lewis presented for discussion actions to be taken by the Village
Manager to assist in implementing these proposed capital improvements.
Subjects of concern were as follows:
1) Several road and traffic plan improvements
2) Concept plan for Community Center
3) Consulting firm for land acquisition for parks
4) Sewer and water line plan for Coffman Road to
Avery Road and Adria labs proposed location
5) Possible donation of land by Adria for water tower,
pump station and nursery
6) Reconstruction of capital improvements list, etc.
Mr. Lewis asked that his list of suggestions be put into the form of
motions to be acted upon at the September 8, 1980 meeting.
Mr. Mand expressed pleasure that the discussions encompassed all
facets of improvements and were not centered on anyone category.
Mrs. Maurer stressed a need for the following areas:

1) Energy conservation program for Municipal building
2) Resolve park space problem
3) Determine available funds remaining for 1980
4) Review of Mr. Chambers' plan and research of long-term
payment of loans to finance same.
Mr. Chambers moved to request the Village Manager to provide Coun-
cil with a consolidated list of all capital improvements suggested
and then Council would review said list and entertain motions for
the deletion of items from the list. The motion was seconded by
Mr. Mand and passed with the vote as follows: 4-Yeas: Mand,
Chambers, Geese, Headlee. 2-Nays: lewis, Maurer. Any additions
to the list are to be submitted to the Manager no later than noon
September 4, 1980.
