The August 4, 1980 regular meeting of Council was called to order by Mayor Headlee with the following members present: Chambers, Headlee, lewis, Maurer, Shawano Absent from the meeting were Mr. Mand and Mr. Geese. -.... The minutes of the regular meeting held July 21, 1980 were read and approved by motion of Mr. Chambers, seconded by Mr. lewis. The list- ing of bills (att'd) was approved by motion of Mr. Chambers, seconded by Mr. lewis. COUNCIL COMMENTS Mr. ~hambers commented that he had received complaints regarding the attitude of certain workers contracted to do repair work on David Rd. He suggested the need for better public relations on the part of these subcontractors to avoid similar problems and concerns for Village resi- dents. Mr. Shawan recommended forming Standing Committees of Council and asked for consideration of this suggestion by Council. Mr. Shawan suggested having Council members who sponsor or support specific ordinances or resolutions have their names placed on each piece of legislation. Mrs. Maurer asked for a written outline of types of Standing Committees Mr. Shawan would like to see formed. ""... Mayor Headlee reported that on Jack Nicklaus Day, August 4, 1980, she presented a lithograph picture of the Nicklaus family to Mrs. Helen Nicklaus on behalf of the Village Council. ~ CORRESPONDENCE The following correspondence was read by the Clerk: 1) A memo submitted by Mr. and Mrs. Stephen Grinch requesting the Clerk to distribute a report ti tIed "Arguments Against Ord. 1144-80" to each Councilmember. 2) A letter from Willard Grizzell, Superintendent of Dublin schools, opposing the re-issuance of Omega'a beer permit. RESOLUTION NO. 16-80 Resolution #16-80, dealing with the revocation of a beer permit, was read for the third time. The resolution was removed from table for discussion by motion of Mayor Headlee, seconded by Mr. Chambers. Representing Omega Oil Co. were Mr. Clarence Fagge and Mr. Pat Saunders. The representatives of Omega Oil stated that steps were being taken to avoid future problems involving the sale of beer to minors. New hiring practices and a better training program were proposed measures to help correct the problem. ",... Following a lengthy discussion, the members unanimously voted to adopt Resolution #16-80. -- ORDINANCE NO. 49-80 Ordinance #49-80, sealing with the petition for annexation for approx. 251 acres, was read for the second time. Mr. Stephen Smith, law Direc- tor, requested the third reading of this ordinance be delayed until the September 8, 1980 meeting. There were no objections so it will be on the September 8, 1980 agenda. .., ,.. ,.... '-" r '- r ~ I ..; Page 2 RESOLUTION NO. 18-80 Resolution #18-80, dealing with accepting an easement from the Ohio C.P.A.'s was introduced by Mrs. Maurer and read for the first time. Following a discussion of the resolution, Mr. lewis moved to adopt the resolution and pass as an emergency, doing away with the three time reading rule. The motion was seconded by Mr. Shawan and the motion and the resolution were unanimously approved. RESOLUTION NO. 19-80 Resolution #19-80, dealing with the objection to renew the liquor permit held by Kingswood Inn Motel was introduced by Mayor Headlee and read for the first time. Mayor Headlee discussed with Council recent problems and violations relating to the Kingswood Inn. A meeting with the owner has been arranged for August 11, 1980. Mayor Headlee will submit a report to Council prior to the August 18, 1980 regular meeting. ORDINANCE NO. 52~80 Ordinance #52-80, dealing with a waterline payback agreement between the Village and Shamrock II Development was introduced by Mrs. Maurer and read for the first time. ORDINANCE NO. 53-80 Ordinance #53-80, dealing with the annexation request of Roger Murphy for 3 acres of land, was introduced by Mr. Shawan and read for the first time. DUBLIN WOMEN'S CLUB Council received a request by the Dublin Women's Club for permission to hold a Street Art Sale in September of 1981. The request will be reviewed and a decision made at a later date. PARKS AND RECREATION COMMITTEE Mr. Phil Hill appeared before Council as Chairman of the Parks and Recreation Committee to discuss the swimming pool study being ini- tiated by the Committee and also to request funds for research and implementation of said study. Following a discussion, Mr. Chambers moved to authorize funds for the pool study, to be at the discretion of the Village Manager.
