HomeMy WebLinkAboutResolution 026-20RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 26-20 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2020 STORMWATER MAINTENANCE PROGRAM 20 WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the 2020 Stormwater Maintenance Program; and WHEREAS, the Dublin Community Plan states an objective to provide safe and efficient collection of storm water; and WHEREAS, Council has determined that the bid submitted by Danbert, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Danbert, Inc. in the total amount of $1,830.00 per unit hour is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Danbert, Inc. for performance and completion of the 2020 Stormwater Maintenance Program pursuant to the Advertisement, Proposal and Contract Documents for said program on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force on the earliest date permitted by law. Passed this e2 day of 12020. Garwick, PE, Senior Civil Engineer Re: Resolution No. 26-20 — Bid Acceptance for 2020 Stormwater Maintenance Program Summary On May 6, 2020, one (1) bid was received, publicly opened, and read by Engineering staff for the 2020 Stormwater Maintenance Program. This program provides for task order maintenance and repairs to the Dublin's storm sewer system when such needs are identified during routine system inspection, resident requests or on an emergency basis. The bid award and contract for this program are based on a per unit hour cost for providing laborers, foreman, and equipment (e.g., grader, dozer, backhoe, etc.) including equipment operators, mobilization and fuel. The annual Program is a critical component of the City's on-going efforts to maintain Dublin's public infrastructure and meet the National Pollutant Discharge Elimination System (NPDES) Phase II regulations established by the Ohio Environmental Protection Agency (CEPA). Danbert, Inc. submitted the lowest and best bid of $1,830.00 per unit hour for providing labor and equipment. A summary of the bid is listed below. The Engineer's estimate for this program is $100,000. The annual funds budgeted for this program, $100,000 from the Annual Stormwater Maintenance capital funds ($575,000 in AF201 for 2020), represent an annual not -to -exceed amount. The remaining $475,000 in annual funds are being combined with the funds for Various Stormwater Improvements ($250,000 allocation in EF200 for 2020) to address specific stormwater improvements throughout the City. Danbert, Inc. has provided this work for the last eight years, most recently (for 2018 and 2019) at a rate of $1,757.00 per unit hour. Staff believes other contractors did not submit bids for this program due to existing contractual commitments, greater interest in other work types available for them in 2020 or a lack of interest in providing these requested maintenance services. When this program bid previously in 2014, 2016, and 2018, Danbert, Inc. was the only bidder. This 2020 Stormwater Maintenance Program will commence upon this bid acceptance and subsequent contract execution, and shall be completed by December 31, 2020. As has been customary with this program since 2014, this is a one-year contract with an optional renewal period for one additional year (2021). Recommendation Staff has thoroughly reviewed the Danbert, Inc. bid. As indicated above, staff has previously worked with Danbert, Inc. for this program, and has been pleased with their quality of work, attention to detail, and responsiveness to repair requests. Staff recommends Council approval of Resolution No. 26-20 accepting as lowest and best the bid of Danbert, Inc. in the amount of $1,830.00 per unit hour and authorizing the City Manager to enter into a contract with Danbert, Inc. for this program.
