Form No. 1097 ~ Held JUl Y 2L,1980 19 o The July 21, 1980 regular meeting of Council was called to order by Mayor Headlee with the following members present: Chambers, Geese, Headlee, lewis, Mand, Maurer, Shawano The minutes of the regular meeting held on July 7, 1980 were read and approved as amended and corrected by motion of Mr. lewis, seconded by Mr. Shawano The Clerk was requested to prepare a summary of comments made at the public hearings held on July 7, 1980 and pro- visions are to be made to include more detailed comments in the min- utes on future public hearings. The listing of bills (attached) was approved for payment upon motion of Mr. Mand, seconded by Mr. Lewis. COUNCIL COMMENTS Mr. Mand recommended that the Parks and Recreation Department be made aware of rezoning matters involving dedication of open spaces so they would have access to the plan for their review and report to both Planning and Zoning and to Council. Mr. Sheldon will request the ap- plicants of said rezonings to supply enough copies of plans for Parks and Recreation to receive them and the ones currently in process have been given to the Parks and Recreation Chairman. . Mr. lewis requested that a meeting be set for discussion of the 1981 Capital Expenditures and the Five Year Plan. Mr. Mand moved to set a meeting for Capital Improvements Program discussion for 8:00 p.m. August 25, 1980. A committee was appointed by Mayor Headlee to set the format for the discussion and Mr. Lewis and Mrs. Maurer were appointed. c Mr. Chambers requested clarification of an executive session held on July 7, 1980 and law Director, Stephen Smith responded to his re- quest. (1// Mr. ShaWn suggested the purchase of flags be made prior to labor Day, 1980. Mrs. Maurer asked for clarification by Mr. Mand of parts of the Planning and Zoning Commission minutes of July 8, 1980. Mr. lewis and Mrs. Maurer both expressed concern over the scheduling of public hearings for rezoning matters. The majority opinion seems to be that only one public hearing should be scheduled for anyone meeting date. RESOLUTION NO. 16-80 Law Director, Stephen Smith announced that a meeting with Omega Oil Co. representatives had been scheduled for July 25, 1980. Repre- senting the Village in the meeting will be Mayor Headlee, Police Chief Mayer and the law Director. Therefore, Mr. Smith suggested that Coun- cil table action on Resolution #16-80 until the August 4, 1980 meeting. o A resident, Mrs. Kay Wagner, spoke to Council concerning the need and urgency for passing Resolution #16-80. Mr. Chambers moved to table the resolution for discussion until the August 4, 1980 meeting. The motion was seconded by Mr. Mand and unanimously passed. ORDINANCE NO. 48-80 Ordinance #48-80, dealing with amending the bond schedule for Mayor's Court was read for the second time. Mr. Mand moved to do away with the three time reading rule and pass as an emergency. The motion was seconded by Mr. Geese. The motion and ordinance were unani- mously passed. ORDINANCE NO. 49-80 - Ordinance #49-80, dealing with the petition for annexation of approximately 251 acres located south of the present corporation limits was introduced by Mr. Shawan and read for the first time. Mr. Jeffrey Clapham, attorney representing Dr. Cattaneo, appeared before Council to answer any questions. ORDINANCE NO. 50-80 Ordinance #50-80, dealing with the issuance of Industrial Develop- ment Revenue Bonds to Dublin Inn ltd., was introduced by Mr. Shawan and read for the first time. Mr. lewis moved to do away with the three time reading rule and pass as an emergency. Mrs. Maurer seconded with the motion and ordinance being unanimously approved. ORDINANCE NO. 51-80 Ordinance #51-80, dealing with the proposed rezoning of 14 acres at Post and Coffman Roads, was introduced by Mr. lewis and read for the first time. A public hearing of the ordinance was set for August 18, 1980. RESOLUTION NO. 17-80 ....... Resolution #17-80, dealing with the formula for distribution of local government funds was introduced by Mr. Mand and read for the first time. Following a discussion of the resolution, Mr. lewis moved to do away with the three time reading rule and pass as an emergency. Mr. Mand seconded and the motion and resolution were unanimously passed.
