A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE AVERY ROAD/
TUSWELL DRIVE ROUNDABOUT PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code for the Avery Road/Tuswell Drive Roundabout Project; and
WHEREAS, Council has determined that the bid submitted by Performance Site
Management constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring, that:
Section 1. The bid submitted by Performance Site Management in the total amount
of $1,555,168.85 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Performance Site Management for performance and completion of the Avery Road/
Tuswell Drive Roundabout Project pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall be effective upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution 47-07 -Avery Road /Tuswell Drive Roundabout Bid Acceptance
Summary
On June 27, 2007 eight (8) bids were received, publicly opened and read for the Avery Road/
Tuswell Drive roundabout project. Staff has reviewed all bids. The Engineer's estimate was
$1,700,000.00. Funds budgeted in 2007 for transportation-related capital improvements are
sufficient for this project. Performance Site Management submitted the lowest and best bid of
$1,555,168.85. A summary of the bids is listed below.

The existing two-lane Avery Road between Kendall Ridge Boulevard and Irelan Place will be
widened to a four-lane boulevard. The Kendall Ridge Boulevard intersection with Avery Road
is currently a full access intersection. This project will change the intersection from full access
to right-in, right-out. The intersection of Avery Road and Tuswell Drive will be a two-lane
roundabout. The project also includes storm sewer, bikepath, sidewalk and street lighting.
Bikepath will be constructed between Kendall Ridge Boulevard and Shier Rings Road.
The Avery Road/Tuswell Drive intersection is scheduled to be closed to traffic from August 15,
2007 until October 31, 2007. Traffic will be detoured to Emerald Parkway. Landscaping will be
done under a separate City contract to be bid at a later time for installation this fall and next
spring.
For Council reference and review, a reduced set of project construction drawings has been placed
in the Council Planning Room.

Staff has thoroughly reviewed the Performance Site Management bid. Previous experience with
Performance Site Management has been favorable, including these recent projects: Glacier
Ridge Roundabout in 2446 and the Rings Road CIP project from I-274 to Frantz Road six years
ago.
Recommendation
Staff recommends approval of Resolution 47-47 authorizing the City Manager to enter into a
contract with Performance Site Management for this project.
