A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE DARREE FIELDS
WATER STORAGE IMPROVEMENTS PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code for the Darree Fields Water Storage Improvements project; and
WHEREAS, Council has determined that the bid submitted by CB&I Constructors,
Inc. in the amount of $4,528,000.00 constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THERE~RE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring:
Section 1. That the bid submitted by CB&I Constructors, Inc. in the total amount of
$4,528,000.00 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
CB&I Constructors, Inc. for performance and completion of the Darree Fields Water
Storage Improvements project, pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. That this Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Water Storage Improvements Project
Summary
On Tuesday, October 21, 2008, two (2) bids were received, publicly opened and read for the Darree
Fields Water Storage Improvements project. Staff has reviewed all bids. The Engineer's estimate was
$5,567,000.00. In 2008, $5,785,000.00 was budgeted in the Water Fund for construction of this tank and
the waterlines leading up to it. CB&I Constructors, Inc. submitted the lowest and best bid in the amount
of $4,528,000.00. A summary of the bids is listed below.

This project will provide a two million-gallon, fluted column, elevated tank in the Dan~ec Fields Park.
The Cosgray Road 16-inch /Darree Fields 24-inch / S.R. 161 12-inch Water Transmission Main
Improvements project, currently under contract, will connect this tank to the existing water distribution
system. The interior of the column will also be used by Parks and Open Space as a shop area, equipment
storage and a break room, similar to the existing tank in Avery Park. A geothermal heating system has
been included to heat the space for staffls use.
The project is scheduled for completion on September 3, 2010. No easements or additional rights-of-way
were needed for completion of this project. No road closures are planned for this project and minimal
disruptions are anticipated for activities within the Darree Fields Park.
Staff has thoroughly reviewed the CB&I Consh~uctors, Inc. bid. Pittsburg DesMoines, Inc., acquired
several years ago by CB&I Constructors, Inc., constructed the Post Road, Avery Road, and the Blazer
Parkway water tanks. CB&I Constructors, Inc. has also constructed many similar water tanks for the City
of Columbus. The City of Columbus reported favorable experiences with CB&I Constructors, Inc.
For Council reference and review, a reduced set of project construction drawings and contract documents
have been placed in the Council Planning Room.
Recommendation
Staff recommends approval of Resolution 79-08, accepting the bid of CB&I Constructors, inc. and
authorizing the City Manager to enter into a conk-act for the project.
