A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE AVERY PARK PHASE III RENOVATIONS
PROJECT, AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter for the Avery Park
Phase III Renovations Project; and
WHEREAS, Council has determined that the base bid submitted by At Grade,
Inc. in the amount of $440,460.00 constitutes the lowest and best bid; and
WHEREAS, this is an approved 2008 Capital Improvements Project.
NOW, THEREF~BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1. The base bid submitted by At Grade Inc. in the amount of
$440,460.00, bid alternate addition #2 (with alternate deduct #2) for a net
amount of $99,500.00, bid alternate #5 in the amount of $3,348.00, and bid
alternate #6 in the amount of $1,150.00 are hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract for
said project as specified within the bid proposal and the City's bid documents
on file in the Division of Parks & Open Space.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

RE: Resolution 78-08, Avery Park Phase III Renovations Project
Memo
Summary
On Thursday, October 16, 2008, the bids were opened for the Avery Park Phase III Renovations Project.
The remaining balance for this phased project is $578,624. The funds for this phase are included in the
2008 Capital Improvements Program. The base bid estimate for this project was $467,643.00.
Four (4) bids were received (attached are the complete bid results including all bid alternates):

George J. Igel $699,752.00
McDaniel's Construction Corp, Inc. $529,029.04
Strawser Paving Inc. $515,800.00
At Grade Inc. $440,460.00
This project consists of all materials and labor necessary to install a playground, lit tennis courts, lit
walkways, associated earthwork and landscaping. The bid alternates consist of the following:
• Bid alternate add #1 is for additional trees/shrubs (Deduct #1 is for the removal of seed at
shrub areas if add #1 is taken)
• Bid alternate add #2 is rubberized play surface (Deduct #2 is removal of fibar play surfacing
if add #2 is taken)
• Bid alternate add #3 is for concrete seat wall (Deduct #3 is to eliminate flush concrete band
at playground border at concrete seat wall if add #3 is accepted)
• Bid alternate #4 is for ornamental grasses at outfield
• Bid alternate #5 is for concrete curb at bikepath
• Bid alternate #6 is for storm inlet relocation
• Bid alternate #7 is for paver crosswalk.

At Grade Inc. has done work for the City of Dublin in the past and staff has found their work to be most
satisfactory.
Recommendation
Staff is recommending approval of Resolution 78-08 accepting At Grade Inc.'s base bid of $440,460;
the acceptance of bid alternate add #2 ($115,000) with deduct #2 (-$15,500) for a net addition of
$99,500; acceptance of bid alternate # 5 in the amount of $3,348; and acceptance of bid alternate #6 in
the amount of $1,150. The total project cost including these alternates is $544,458.00.
