H ellL nnnnnJvtc,lYn5n'nJ_?_~nl;Lmn mnun __u19n__ r- '- The May 5, 1980 regular meeting of the Village Council was called to order by Mayor Headlee with roll call as follows: Mr. Chambers, present; Mr. Geese, present (arrived 8:00 P.M.); Mrs. Headlee, present; Mr. Lewis, absent; Mr. Mand, present; Ms. Maurer, present; Mr. Shawan, absent. The minutes of the April 21, 1980 meeting were read and approved by motion of Mr. Mand, seconded by Mr. Chambers. The listing of bills for payment (att'd) was approved by motion of Mr. Mand, seconded by Mr. Chambers. SCIOTO PARK - CLEAN UP Mayor Headlee personally thanked John Frech, age 7, who along with his younger brother and several friends, worked at Scioto Park on Saturday, April 26, 1980 in an effort to help the Village with its clean-up project of said park. ROAD NAME CHANGE Council reviewed and discussed the request of Stanley Steemer Corporation to change the name of the portion of Shier-Rings Road, that is in front of their office complex, to 'Stanley Steemer Parkway." Mr. Chambers moved to approve the name change request to become effective in 30 days. The motion was seconded by Mr. Mand and unanimously passed by Chambers, Headlee, Mand and Maurer. Mr. Geese was not present for this discussion and vote. SALES TRAILER REQUEST - ( Mr. Ronding representing "The Spa at Dublin" requested permission to park a sales trailer at Dublin Plaza parking lot for the purpose of selling member- ships to the planned health spa for a period of 30-60 days. Following a dis- cussion of the request, Mr. Mand made a motion to approve the parking of the sales trailer for a period of 30 days. Mr. Chambers seconded the motion which was then passed. j - ORDINANCE NO. 34-80 Ordinance #34-80, dealing with consideration for Sherex Chemical Co. to sell the completed utility services to the Village for public ownership, was intro- duced by Mr. Mand and read for the first time. ORDINANCE NO. 35-80 Ordinance #35-80 dealing with acceptance of a bid for Avery Park Improvements was introduced by Ms. Maurer. Mr. Sheldon recommended the bid of Trio Con- struction Services. Mr. Geese moved, seconded by Mr. Mand to do away with the three time reading rule and pass as an emergency. All members voted in favor of the motion. Ms. Maurer then moved to approve the ordinance and bid of Trio Construction Services. All members present voted in favor of the ordinance. ORDINANCE NO. 36-80 ,..., Ordinance #36-80, dealing with the acceptance of a bid for 1980 'Street Improve- ments, was introduced by Mr. Geese and read for the first time. The bid of Northwood Stone and Asphalt Co. was recommended by Mr. Sheldon. A motion was made by Mr. Geese to do away with the three time reading rule and pass as an emergency. Mr. Mand seconded the motion which was unanimously approved. A motion was then made by Mr. Mand to approve Ordinance #36-80. All members voted in favor of the motion. H ellL _m ____________u_____u_m__uu~u~_1'n _-'u__ mu______u _____ ___19__ ~'___ -2- r '- ORDINANCE NO. 38-80 Ordinance #38-80, dealing with the proposed rezoning of property at the corner of Sawmill and Bright Roads, was introduced by Mr. Chambers. Mayor Headlee scheduled the date of Public Hearing on the ordinance to be July 7, 1980. FISCAL IMPACT MODEL FOR LAND DEVELOPMENT Mr. Steven Gordon and Dr. Fish of Ohio State University, presented for dis- cussion a proposed fiscal impact model for land development in the Village. The model would provide specific information regarding estimated costs of land use, revenues derived from said use, comparison of land uses and differ- ent cost methods to be used.
