The April 7, 1980 regular meeting of the Village Council was called
to order by Mayor Headlee with roll call as follows: Mr. Chambers, pres-
ent; Mr. Geese, present; Mrs. Headlee, present, Mr. Lewis, present;
Mr. Mand, present; Mrs. Maurer, present; Mr. Shawan, present. The min-
utes of the Special Meeting held March 31, 1980 were read and approved
by motion of Mr. Mand, seconded by Mr. Shawano
Mrs. Berlin, Clerk, read a letter addressed to Mr. Mand regarding
a request by the River Forest Civic Association for the installation of
two street lights; one to be placed at S.R. 745 and Ashford Road and the
other at S.R. 745 and River Forest Road. This request was placed on the
agenda for discussion.
PUBLIC HEARING - ORDINANCE #24-80
The Joint Public Hearing was then conducted on the 2.65 acre tract
of land owned by La Scala Restaurant. The property is zoned commercial
and the applicant is requesting to rezone to build apartments. Comments
were heard from those in favor of said rezoning and also those who had
questions about the rezoning. This will now go to the Planning and Zoning
Commission for study and a recommendation to the Council for future action.
DONALD OCHS - GUEST

Mr. Donald Ochs, Columbus Income Tax Administrator appeared before
Council to discuss the processing of the Village income tax and to an-
swer questions fo Council members. The Mayor and Council members ex-
pressed their sincere thanks to Mr. Ochs for his comments and answers
to the questions which were addressed to him.
RESOLUTION NO. 05-80
Resolution #05-80, dealing with a policy statement regarding con-
struction standards for public improvement projects performed under ,
Village contract was read for the third time, and after a short discus-
sion was unanimously approved.
ORDINANCE NO. 27-80
Ordinance #27-80, dealing with Flood Damage Prevention, was read for
the second time.
ORDINANCE NO. 28-80
Ordinance ~28-80 which authorized the purchase of real estate for
Municipal purposes, i.e. parks, open spaces and/or recreational uses
was read for the second time.
ORDINANCE NO. 29-80

Ordinance #29-80, dealing with the acceptance of the lowest and
best bid for "Bright Road Bridge and Approaches" and which authorizes
the Village Manager and Finance Director to execute the contract was
introduced by Mr. Lewis and read for the first time. Mr. Shawan made
a motion to dispense with the three time reading rule and pass as an
emergency. The motion was seconded by Mr. Geese. All present voted
approval of the motion and the ordinance.
RESOLUTION NO. 09-80
Resolution #09-80, dealing with the acceptance and approval of
two (2) certain easements for waterlines was introduced by Mr. Geese
and read for the first time. Mrs. Maurer moved to dispense with the
three time reading rule and pass as an emergency. Mr. Mand seconded
the motion. All members voted in favor ..f the motion and resolution.

ORDINANCE NO. 30-80

Ordinance #30-80 dealing with Industrial Revenue Bonds for International
Data Terminals building to be constructed in Dublin was introduced by Mr.
Shawan and read for the first time. Mr. Chambers moved to suspend the three
time reading rule and pass the Ordinance by emergency. The motion was
seconded by Mr. Lewis. All present voted approval of the motion and passage
of the Ordinance.

ORDINANCE NO. 31-80
Ordinance #31-80, dealing with granting an exemption from the mandatory
sewer hookup was introduced by Mr. Mand and read for the first time. Mr.
Geese then moved to suspend the three time reading rule and pass the Ordinance
by emergency with a 30 day grace period. The motion was seconded by Mr. Mand.
All Members except Mr. Chambers voted in favor of passing the Ordinance as an
emergency. All members voted in favor of accepting the Ordinance.
RESOLUTION NO. 10-80
Resolution #10-80, dealing with requiring action by all Committees, Boards~
etc. to assist Village Council to better understand the duties, obligations
and authority of said Committees, Boards, etc. was introduced by Mr. Lewis
and read for the first time.
ORDINANCE NO. 32-80

Ordinance #32-80, dealing with the acceptance of the dedication of
David Road to the Village was introduced by Mr. Chambers and read for the first
time. A motion was made by Mr. Chambers to dispense with the three time readin
rule. The motion was seconded by Mr. Geese and the motion and Ordinance passed
unanimously and will take effect in 30 days.
DRAINAGE PROBLEM - FRANKLIN STREET
Mr. Timothy Morgan, residing at 250 Franklin Street, appeared before
Council to request any action by the Village to remedy the severe water drain-
age problem on his property at 250 Franklin Street. Following a discussion
of the drainage problem and suggested solutions given by Mr. Sheldon, it was
agreed that the Village would take some responsibility in the matter. Mr.
Sheldon is to proceed with plans to regrade the drainage swale, install drain-
age drops and replace the small drainage tile with ten inch tile.
STREET LIGHTS
Following a discussion of the request submitted by residents of River
Forest, for two street lights on S.R. 745, it was agreed that the Village
would install two street lights, one to be placed at Ashford Road and
S.R. 745 the other at River Forest Road and S.R. 745. Mr. Sheldon is to work
with the River Forest Civic Association to determine the type and style of
lighting fixtures to be installed.

MISCELLANEOUS
Mayor Headlee announced that she had attended the National Traffic Safety
Institute on Saturday, April 5, 1980. Based on her experience in Mayor's
Court and her session at N.T.S.I., she has recommended that Dublin participate
in this program for high point traffic violators.
Mr. Schaffer, a resident of David Road, expressed his appreciation for
Council's action in approving the dedication of David Road.
