The March 11. 1980 regular meeting of the Village Counoil was oalled to
order by Mayor Headlee with roll oall as follows: Mr. Chambers. present;
Mr. Geese. absent; Mrs. Headlee. present; Mr. Lewis. present. Mr. Mand.
present; Mrs. Maurer. present; and Mr. Shawan. present. The minutes of
the March 3. 1980 meeting were read and approved by motion of Mr. Cham-
bers. seoonded by Mr. Lewis. All members voted in favor of approval.
The listing of bills (attached) was subni tted for approval. Mr. Mand
moved for payment. Mr. Chambers seconded. and all present voted in favor.
Mrs. Berlin. Clerk. read a letter from Mary Jo Fitzenrider oommending
Mayor Headlee and Members of Counoil for their aotion to oonstruot a
walkway from Waterford Village to the Route #161 school O".t'Ossing. Mrs.
Fitzenrider also expressed her appreciation for the polioe patrol during
sohool orossing times as a temporary solution to ourb the dangers of the
sohool orossing on Route #161 due to the tremendous amount of traffio
and deterring speeders.
RESOLUTION NO. 05-80
Resolution #05-80. a polioy statement regarding oonstruotion standards
for publio improvement projeots perfonned under Village oontraots.
was read for the second time.
RESOLUTION NO. 06-80

Resolution #06-80 dealing with appreoiation by Counoil and the Village
of Dublin to the Dublin High Sohool's Girls' Gymnastios Team was read.
Mayor Headlee oongratulated eaoh of the members of the team for their
dedioation and aohievements whioh awarded them the title of "Champions
of the state of Ohio". Mr. Shawan moved. seconded by Mr. Lewis. to
pass Resolution #06-80 and to dispense with the three time reading rule.
All members unanimously voted in favor of the motion and adopting the
Resolution. Eaoh team member was presented a oopy of the Resolution.
RESOLUTION .NO. 01-80
Resolution #01-80. dealing with the support of the Village of Dublin
Counoil to the Complete Count Committee. the Bureau of Census, and the
Department of Commerce in the preparation of the 1980 Census. was intro-
duoed by Mr. Mand and read for the first time. A motion was made by
Mr. Mand to suspend the three time reading rille and pass the Resolution
as an emergenoy. Mr. Shawan seconded the motion. and the motion and
resolution passed unanimously.
RESOLUTION NO. 08-80
Resolution #08-80. dealing with approval and aooeptanoe of two ease-
ments for sanitary sewers from Inverness Investment Company. was intro-
duoed by Mrs. Maurer and read for the first time. Mr. Chambers made
the motion to dispense with ,the three time reading rule and pa~s as an
emergenoy. The motion was seconded by Mr. Mand. All present voted
approval of the motion and the resolution.

ORDINANCE NO. 21-80
Ordinanoe #21-80 dealing with Flood Damage Prevention. was introduoed
by Mr. Mand and read for the first time.
ORDINANCE NO. 28-80
Ordinanoe #28-80 whioh authorized the purchase of real estate for
Munioipal purposts: i.e. parks. open space and/or reoreational uses,
was introduoed by Mr. Mand and read for the first time.

"CRAMER CREEX" - FINAL PLAT

The members of Council next reviewed and discussed the final plat for
"Cramer Creek" which was presented by' H. Dan Smith for acceptanoe.
Village Engineer, Charles Wolfe, expressed his concern regarding the
elevation of the Frantz Road developnent between South Rings Road and
Cramer Creek Court. Mr. Wolfe stated that he would not approve these
plans based on what he sees as a potentially dangerous intersection
where Frantz Road intersects with South Rings Road. Following a
discussion, Mr. Shawan moved to approve the final plat of Cramer Creek
as it was presented. Mr. Lewis seconded the motion. The following vote
was recorded on the motion: Yea, 3; Shawan, Chambers, Lewis. Nay, 3;
Headlee, Mand, Maurer. Mr. Geese, absent. The motion was defeated.
Mr. Shawan then requested that his vote on the motion be changed from
"yea" to "nay". He next moved to re-introduce the motion for recon-
sideration of Cramer Creek. The motion was seconded by' Mrs. Maurer
and passed by' a vote of 5-1. A motion was made by Mr. Shawan to accept
the final plat of Cramer Creek with the contingency that Mr. Smith modi-
fy the construction documents according to recommendations made by'
Village Engineer, Mr. Charles Wolfe. Mr. Mand seconded the motion. The
following vote was recorded on the new. motion: Yea, 4; Shawan, Lewis,
Mand, Maurer. Nay, 2; Chambers, Headlee. The motion passed.
DAVID ROAD DEDICATION

The Council then reviewed the dedication of David Road to the Village of
Dublin. Following a lengthy discussion, Mr. Chambers moved to approve
the dedication of David Road with future improvements to be detennined
at a later date. Mr. Shawan seconded the motion which passed unanimously

Mr. Lewis recommended a plan of action by Council to create a Business
Executive Committee of the Village of Dublin with the following goals:
1) To solicit principal business executives' support for the purpose
of meeting occasionally to keep them apprised of the developnent of
Dublin and to discuss their problems regarding streets, traffic, etc.
2) Their contrib1tion in dealing with the City of Columbus and State
of Ohio and using their influence as a whole in these dealings. Mr.
Lewis also would expect that such a committee would be influential in
attraoting more large businesses to the Village.
Mayor Headlee agreed to the necessity of fonning suoh Business Execu-
tive Committee and appointed Mr. Lewis to lead and ooordinate this
group.
