The March 3, 1980, meeting of the Village of Dublin Counoil was oalled
to order by Mayor Catherin Headlee. Roll oall: Xr. Chambers, present;
Mr. Geese, present; Mrs. Headlee, present; Mr. Lewis, present; Mr. Mand,
present; Mrs. Maurer, present; and Mr. Shawan, present. The minutes of
the February 19, 1980 meeting were read, Mr. Shawan moved approval,
seoonded by Mr. Mand, all members voted in favor of approval. The
attached bills were submitted for payment. Mr. Jland moved for pa1lllent,
Mr. Chambers seconded, all present voted in favor.
Joint Publio Hearing was then oonduoted on the 288 aore proposed re-
zoning known as "Earlington Village". Comments were heard from all
those in favor of said rezoning and also all those who had questions
about the rezoning. This will now go to the Planning and Zoning
Commission for study' and eventually a recommendation from this Comis-
sion to the Village Counoil.
The Publio Hearing on the proposed 237.9 acres rezoning known as
"Brandon Village" was then oonduoted in muoh the same l18.DDer as the
"Earlington Village" hearing. This proposal will also go to the
Planning and Zoning Commi ssion for study' and a recommendation from
this Commission to the Village Counoil.
Mr. Mand moved, seconded by Xr. Geese, to remove from table Ord. #13-80,
dealing with the rezonin<< to PLR zoning of a portion of Corbin Xills.
All members voted in favor of the motion. Af'ter a brief disoussion,
the vote was taken on said rezoning and it was approved unanimously.

Mr. Chambers moved, seconded by Mr. Geese, to remove from table Ord. #15-80,
dealing with relief from the mandatory sewer hook-up for Dr. Wolfe.
All members voted in favor of the motion. After a short disoussion,
all members, except Mrs. Maurer. who abstained, voted "no" on the
Ordinanoe and it was defeated.
Resolution 04-80, dealing with easements for Bright Road bridge
repairs was read for the third time. There being no discussion,
the vote was unanimous for approval of said resolution.
Ordinance 18-80, dealing with exemptiag Munioipal owned property
from the zoning oode was read for the third time. There being no
discussions, the vote was as follows: Mr. Lewis, no; Mrs. Headlee,
yea:;. Mr. Mand, no; Mrs. Maurer, yes; Mr. Shawan, no; Mr. Chambers,
no; and Mr. Geese, no. The Ordinanoe failed by a vote of 5-2.
Ordinance 21-80, dealing with the adoption of Parts 3 and 5 of the
codified COdes, was read for the thtrd time. Mrs. Maurer moved,
seconded by Mr. Mand, to dispense with the three time reading ru.le
and pass as an emergenoy. All members 1JOted in favor for the motion
and the Ordinance.

Ordinanoe 24-80, dealing with a proposed ohange of zoning on 2.685 acres
at thee Mar of the La Scala Restaurant to R-12. Zoning was introduced
by Mr. Shawan and read for the first time. )I~r Headlee set the
date of April 7, 1980 at 7:30 p.m. as the PI1blic Hearing date.
Ordinance 25-80, dealing with acceptance of a bid for a new Tractor-
Loader-Backhoe, was introduced by Mr. Shawan and read for the first
time. Mr. Geese moved, seconded by Mr. LewiS, to accept the bid of
Riebel Equipment Co. in the amount of $2l,998.00"and to dispense with
the three time reading ru.le and pass as an emergency. All members
voted in favor of the motion and the Ordinanoe.
Resolution #05-80, dealing with a policy statement regarding improvements
made under oontract with the Village, was introduced by Kr. Mand and read
for the first time.

Ordinance 26-80, dealing with the issuance of Industrial Revenue Bonds
for the Stanley Steemer headquarters 'bu.i lding was introduced by Mr.
Shawan and read for the first time. Mr. Mand moved, seconded by Mr.
Lewis, to dispense with the three time reading rule and pass'as an
emergency. All members voted in favor of the motion and Ordinance.

Further discussion was then held on the request from Waterford Village
residents to disallow constTllction of some required walkways. As a
result of the discussion, )Ir. Geese moved, seconded by Mr. Chambers,
to wa.i ve the requirements for said walkways on Stonewall Court,
Glenn MeadOWS, Odessa and Beckley Lanes. All members voted in favor
of the motion. The developer will be informed not to construct said
walkways.
The applicant for the Prelimina.r.r Plat for "Cramer Creek" appeared be-
fore Council to explain said development. Since Council must approve
the Final Plat, it was moved by )Ir. Geese,' seconded by JIr. Lewis, to
approve and accept this Preliminary Plat. All members voted in favor
of approval.
A short discussion was then held on the Estates and Benefits Commission
Ordinance. This Ordinance calls for appointments by the Mayor. It was v
understood that )layor Headlee will contact persons to serve on said
Commission and report to Council on March 11, 1980 for concurrence of
appointments.

A short discussion followed on the drainage problem on SUmmitview Road.-
and the Village Engineer is to research whether or not the developer
of the Maple Glen Subdivision was to make azry corrections to the
flooding in this area.

Mr. Geese then proposed that a walkwq be constructed in a section of
the cemetery and also a walkway from Monterey Park to the Dublin Plaza.
Shopping Center. The Village Manager, working with.:'the Engineer'" ".,,11
have a proposal for Council consideration..... the March 11, 1980
meeting. "'r
Mr. Parker Eberly appeared before Council about the dispute involving
Mr. Fredericks and Mr. Hummel on South Ri verview Street. Mr. Eberly
was informed that there will be a hearing before the Board of Zoning
Appeals, Saturday moming.March 8, 1960 at .9:00 a.m. in the D\1blin
MuniCipal Building to discuss this matter.
Mayor Headlee requested that due to March 11, 1980 being St. Patrick's
~ with many activities planned, that Council meet at 6:30 p.m. in-
stead of 1:30 p.m. on this date. The members of eounci1. concurred.
Mayor Headlee adjoumed the meeting at 11: 00 p.m.
