Fol'lD Ro. 1097 ~ H eleL _____f~brlJ_~U~Yn.L24-___'-98Q__. ____nn_n______mn. nnn___n ________On____h____ __19___ r- 1 \- The February 19, 1980 meeting of the Vi I lage Counci I was called to order by Mayor Headlee with roll cal I as follows: Chambers, present, Geese, present, Headlee, present, Lewis, present, Mand, present, Maurer, present and Shawan, present. The minutes of the February 5, 1980 meeting were read and Mr. Mand moved approval, seconded by Mr. Chambers and al I members voted approval. The bi I lings (attached) were sub- mitted for payment and Mr. Chambers inquired as to whether the payment to Godwin Bohm for the bikeway study was a partial payment. Upon being informed that it was a partial payment, Mr. Chambers moved approval of the bi lIs, seconded by Mr. Geese and all members voted approval. Mr. Chambers moved the appointment of Marcia Berlin as Clerk-of-Counci I, seconded by Mr. Shawan and all members voted in favor of the motion and the appointment. Acting Clerk, Mr. Sheldon read two appl ications which were fi led with the State Liquor Control Department for sale of beer and wine for the "Wine and Cheese Emporium" in the Dublin Plaza Shopping Center and for Sunday sales in the Muirfield Club House. Counci I unanimously voted not to object to either application. "... Mayor Headlee permitted Dr. Cattaneo to speak briefly on the proposed annexation north of Hayden Run Road. Dr. Cattaneo apologized for the confusion created at the last Counci I meet- ing and stated further that these residents are very much in favor of being annexed to the Vi Ilage and thanked Council for their support regarding the proposed annexation. ...... Ordinance No. 11-80 dealing with the Rezoning of the Library site was read for the third time. Mr. Lewis moved an am0nd- ment of the Ordinance to provide for emergency passage which was seconded by Mr. Shawano All members except Mr. Mand voted approval of the motion and all members voted approval of Ordinance No. 11-80. Ordinance No. 13-80 dealing with the rezoning of 7.576 acres in Corbin Mi lIs was tabled until the March 3, 1980 meeting because Planning and Zoning has made no recommendation to Counci I at present t~me. ,.... '- Ordinance No. 14-80 dealing with Amending the Dwel ling House Code was read for the third time. After much discuss~on, Mr. Lewis moved to table the Ordinance unti I further study could be made and this motion was seconded by Mr. Shawano All members except Mr. Geese voted to table this Ordinance. Resolution 03-80 dealing with Amending the M. O. R. P. C. Articles of Agreement was read for the third time and all members voted approval of the Resolution. Ordinance No. 15-80 dealing with the granting of relief from the mandatory sewer hook-up was read for the third time. After much discussion, Mr. Chambers moved to table the Ordinance unti I the March 3, 1980 meeting and the motion was seconded by Mr. Mand. Resolution No. 04-80 dealing with easements for the Bright Road Bridge Improvements was read for the second time. Ordinance No. 18-80 deal ing with Exempting Municipal Property fr.~ was read for t he second time. t.,..,. Ordinance No. 21-80 dealing with Adopting Parts 3 and 5 of Codified Ordinances was read for the second time. Ordinance No. 22-80 dealing with Appointments of Members to the Forestry Commission was introduced by Mr. Geese and read for the first time. Mr. Geese then moved to suspend the three time reading rule and pass the Ordinance by emergency. This motion was seconded by Mr. Mand. Vote on the motion and Ordinance was unanimous in favor of the appointments of members to the Forestry Commission. ,....... Ordinance No. 23-80 dealing with Industrial Revenue Bonds for the Ohio C.P.A.'s headquarters building in Metro-Center was introduced by Mr. Mand and read for the first time. Mr. Shawan moved to suspend the three time reading rule and pass the Ordi- nance by emergency. The motion was seconded by Mr. Geese. All present voted in approval of the motion and passage of the Ordinance. ....... A petition from residents of Waterford Village bearing approxi- mately 72 signatures requesting that requirements for Walkways in cul-de-sacs be disallowed. After much discussion, it was decided to place this item back on the March 3, 1980 agenda. Mr. Wolfe, the engineer, is to instruct the developers not to construct any of the said Walkways until further notice. Residents from David Road presented a petition requesting that said road be dedicated to the Vi Ilage. The petition was read and discussed. Mr. Chambers moved that the Vi Ilage prepare a plat and other required information so that Counci I could be in a position to accept said dedication at a future meeting. Mr. James Foley, representing Sherex Chemical Co. discussed the possibilities of Sherex being reimbursed for part of the cost which Sherex expended to build a water line. The Village Manag- er IS to make a recommendation. to Counci I on March 3, 1980 with legal advice and direction from the Law Director. r- '-- Mr. H. Dan Smith discussed the preliminary plat for Cramer Creek with Counci I and wi II be presenting said preliminary plat to Council for approval at the March 3, 1980 meeting. A discussion followed on the need for long term planning and goals regarding Capital Improvements and other related matters. A apecial meeting was established for March 31, 1980 at 7:30 p.m. to discuss all these pertinent matters.
