order by Mayor Catherin Headlee. Roll call - Willard Chambers. present; Ronald
Geese. present; Catherin Headlee. present; James Lewis. absent; Char}~s 'Mand.
present; Barbara Maurer. present; Jacob Shawan. present; Also present for a
joint meeting with the Planning and Zoning Commission were Don Caudy. David
Amorose. William Callahan and John Moffitt. The minutes of the JanU&.17 21
meeting were read. land moved approval. Geese seconded. all present voted in
favor of approval. The attached bills were submitted for paymmnt. Mand moved
payment. Chambers seconded. all present voted in favor.
Ordinance 11-80 a rezoning for the Du.blin libarary was read for a second time
and a public hearing was held. no one spoke to the ordinance.
Ordinance 13-80 rezoning a tract of land off of Frantz Road known as Corbin',\-
Mills was read for a second time and a public hearing was held. John MOffitt
objected to the prooedure as no information was provided for planning and
zoning members p~ior to the public hearing. Pat Grabill and representatives
of Newtowne Development spoke in favor of the ordinance.
Ordinance 14-80 amending the dwelling house code ooncerning wood shingles an!
shakes was read for a second time. A ,e,resentati ve of the shingle industry
spoke against the ordinance.

Ordinance 15-80 to grant relief for sewer hook up to John Wolfe was read for
a second time.
Resolution 3-80 to adJt>>t an amendment to the MORPC articles of agreement was
read for a second time.

Ordinance 16-80 authorizing the transfer of $100.000.00 from the general tund.
$50.000.00 to the police safety tund and $50.000~00 to the street construction
and maintainence tund was introduced by Geese arid'read for the first time.
Geese moved to suspend the three time reading rule and pass as an emergency
measure. all present voted in favor of the motion and the ;ordinance.
passed 6-0.

Ordinance 11-80 to renew $800.000.00 in sewer Mtes with BancOhio at an
inte~t rate of 1.4~ was introduced by Geese and read for the firsttime.
Mand moved to suspend the three time reading rule and pass as an emergenoy
measure. Geese seconded, all present voted in favor of the motion and the
ordinance, passed 6-0.
Resolution 04-80 to acquire easements for the Bright Road bridge repairs was
introduoed by Shawan and read for the first time.
Ordinanoe 18-80 exempting the municipal owned property from the zoning oode
was introduced by Headlee and read for the first time.

Ordinanoe 19-80 seeking a change in zoning to roD for 288 aores south of
Brand Road. between Coffman and Avery was introduoed by Mand and read for the
first time. A publio hearing ant joint meeting of council and the planning
and zoning cODBDission for ordinance 19-80 was set for March 3, 1980.
Ordinanoe 20-80 seeking a ohange in zoning of 231.9 acres North of Brand
Road between Coffman and Avery to POD was introduced by Maurer and read for
the first time. A publio hearing and a joint meeting of oouncil and planning
zoning commission was set for March 3, 1980.

Geese moved. Mand seconded to waive oOllncil rule of order to introduce
ordinanoe 21-80. all present, except Chambers, voted in favor of the motion.
passed 5-1. Ordinanoe 21-80 to adopt parts three and five of the codified
code was thenintroduced by Headlee and read for the first time.
Residents of Washington Township again discussed with council the annexation
of land South of 'l'uttle Road. Mayor Headlee named Shawan, Geese and Mand to
meet with the law director and to review *he rezoning procedure of the
charter and make recommendations of revision to council.
Mayor Headlee declared the meeting adjourned at 9: 23PM.
