The January 21, 1980 meeting of the Dublin Village Council was
called to order by Mayor Catherin Headlee. Members present were
W. Chambers, R. Geese, C. Headlee, J. lewis, C. Mand, B. Maurer,
and J. Shawan. The minutes of the January 7, 1980 meeting were
read and C. Mand moved, seconded by B. Maurer to approve said
Minutes and all voted approval. The billings (att'd) were sub-
mitted for payment. W. Chambers moved that copies of the bill
listings be distributed to Council with other Agenda materials
on the Thursday prior to a Council meeting and this will be done
C. Mand moved, seconded by W. Chambers that the bills be paid
and all approved.

Ordinance No: 110-79 dealing with regulations 0" installation of
woodburning stoves and fireplaces was read for a third time.
All voted in favor of the Ordinance which will become effective
in thirty (30) days.
Ordinance No: 10-80 dealing with Revenue Bonding for the new
library was intoduced by B. Maurer and read by title only for
the first time. R. Geese moved, seconded by J. lewis to dis-
pense with the three time reading rule and pass as an emergency.
All voted in favor of the motion and the Ordinance.

Since Ordinance No: 11-80 dealing with a change of Zoning for
the site of the new library was not on the published Agenda,
B. Maurer moved, seconded by C. Mand to waive the Council Rule
of Order requiring publication and all voted in favor of the
motion. The Ordinance was then introduced by C. Headlee and
read for the first time. A public hearing date was set for
said rezoning for February 5, 1980 at 7:30 P.M. at the Municipal
Bu i I ding.

Ordinance No: 12-80 dealing with appointments to the C.I.C. was
introduced by W. Chambers and read for the first time. C. Mand
moved, seconded by W. Chambers to dispense with the three time
reading and pass as an emergency measure. All voted in favor
of the motion and the Ordinance. Members appointed were: Don
Caudy, Willard Chambers, Catherin Headlee, James lewis and Jacob
Shawan.
Resolution No: 1-80 dealing with appointing John Strutner as
Personnel Director and expanding the duties of the Personnel
Board of Review was introduced by J. Shawan and read for the first
time. R. Geese moved, seconded by J. lewis to dispense with the
three time reading and pass as an emergency. All except W.
Chambers voted approval of the motion and the Ordinance.

Resolution No: 2-80 dealing with Certification of the Dublin
Building Department was introduced by C. Mand .nd read for the
first time. W. Ch.mbers moved, seconded by J. Shawan to amend
the Resolution by eliminating Section 3 udeclaring an emergencyH,
Vote on the motion was: W. Chambers, yes, R. Geese, No, C.
Headlee, no, J. lewis, No, C. Mand, No, B. Maurer, No. and J.
Shawan, Yes. Motion failed 5-2. R. Geese then moved, seconded
by J. lewis to dispense with the three time reading. All except
W. Chambers voted in favor of the motion. All voted in favor of
the Resolution which will become effective in thirty (30) days.

Ordinance No: 14-80 dealing with specifications for wood shingle.

time.
Resolution No: 3-80 dealing with a.ending the articles of agree-
ment with M.O.R.P.C. was introduced by B. Maurer and read for
the first time.
Ordinance No: 15-80 dealing with granting relief from the manda-
tory Sanitary Sewer Connection for Mr. J. Wolfe of 5521 Indian
Hill Road was introduced by C. Headlee and read for the first
time.

Representatives of Godwin-Bohm, the Village Planning Consultants
presented an over-view of a proposed Bikeway Study and C. Mand
moved, seconded by W. Chambers that said Bikeway Study ~e for-
warded to the Planning and Zoning Co..ission for study and a
recommendation to Council. All voted in favor of the motion.
W. Chambers then .ade a motion that the Manager contact developers
currently working on bikeways and advise them that they could
suspend work on bikeways until Council makes a decision on
Bikeways. The motion died for lack of a second.

Further discussion was held on clarification of the position of,
and duties of,the Clerk-of-Council. The screening Committee
will make determinations regarding the duties of said Clerk-of-
Council when interviewing eligible candidates.
A brief discussion was held on a letter received from a resident
concerning the School Crossing in front of the Middle School.
Council members were asked to forward any ideas on the question
to the Manager and, the Manager will investigate any alternative!
available for improving this particular School crossing.
Mr. Parker Eberly of S. Riverview Street appeared before Council
with, what he considers to be an infringement of the public righi-
of-way of a property on S. Riverview. Mr. Eberly was asked to
appear at the February 4, 1980 meeting for an opinion concerning
the matter.
Mayor Headlee adjourned the meeting at 10:30 P.M.
