A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
2019 SANITARY MANHOLE REHABILITATION PROGRAM
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of
the Dublin Code, for the 2019 Sanitary Manhole Rehabilitation Program; and
WHEREAS, Council has determined that the bid submitted by Municipal &
Contractors Sealing Products, Inc. constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Municipal & Contractors Sealing Products,
Inc. in the total amount of $199,955.00 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts
with Municipal & Contractors Sealing Products, Inc. for performance and
completion of the 2019 Sanitary Manhole Rehabilitation Program pursuant to
the Advertisement, Proposal and Contract Documents for said project on file in
the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised darter.

2019 Sanitary Manhole Rehabilitation Program — Bid Acceptance
On November 15, 2019, four (4) bids were received, publicly opened, and read for the 2019
Sanitary Manhole Rehabilitation Program. This program will provide rehabilitation to 136 existing
sanitary sewer manholes. This work includes structural repair, internal chimney seals and
cementitious grouting and lining. The cementitious grouting and lining will provide a barrier to the
groundwater inflow and infiltration into the manhole and subsequently into the sanitary sewer
system. This Dublin program is a critical component of the City's on-going effort to maintain Dublin
infrastructure and meet the Ohio Environmental Protection Agency (CEPA) Director's Final Findings
and Orders (DFFO), established February 11, 2009.
The Engineer's estimate for this program is $300,000. The funds budgeted for this program are
$300,000 from the Annual Sanitary Sewer Maintenance capital maintenance funds (ES122 for
2019).
Municipal & Contractors Sealing Products, Inc. submitted the lowest and best bid of $199,955.00.
Staff has reviewed all bids and a summary of the bids is listed below.
This 2019 Sanitary Manhole Rehabilitation Program will commence in December and is expected
to be complete by July 1, 2020. A map is attached showing the work locations in various areas
throughout the City. Staff will ensure that appropriate traffic control and site restoration are
performed as necessary.

Recommendation
Staff has reviewed the bid submitted by Municipal & Contractors Sealing Products, Inc. and
determined it to be a true and accurate cost to perform the specified work for this program.
Previous experience with Municipal & Contractors Sealing Products, Inc. has been favorable,
particularly with this maintenance program. Municipal & Contractors Sealing Products, Inc. has
performed the 2012, 2015, and 2017 Sanitary Sewer Manhole Rehabilitation Programs, and City
Staff has been satisfied with their performance and quality of work.
Staff recommends Council approval of Resolution No. 68 -19, accepting as lowest and best the bid
of Municipal & Contractors Sealing Products, Inc. in the amount of $199,955.00 and authorizing
the City Manager to enter into a contract with Municipal & Contractors Sealing Products, Inc. for
this program.
