The December 17, 1979, meeting of the Village of Dublin Council was called
to order by Mayor Robert Karrer. Roll call - William Callahan, present:
Willard Chambers, present; Ronald Geese, present; Catherine Headlee, present;
Charles Mand, present; Jacob Shawan, present. The minutes of the December
3 meeting were read, Mand moved approval, Geese seconded, all voted in favor.

Ordinance 80-79 amending the subdivision regulations concerning a park fee ~
tax was untabled on a motion by Mand, a second by Callahan and a unanimous ~
vote. Geese moved to amend, Headlee seconded, all voted in favor of the ~
amendment. All voted in favor of ordinance 80-79 as amended, passed 6-0. ~

Resolution 44-79 establishing a forestry commission was untabled on a motion
by Mand, a second by Chamcers and a unanimous vote. Shawan moved an amend-
ment which would make the clerk of council the secretary of the commission,
Mand seconded, all voted in favor of the amendment, all voted in favor of
the resolution, passed 6-0.

Ordinance 98-79 creating the position of village forester was untabled on a
motion by Mand, a second.by Headlee, and a unanimous vote. Mand moved to
amend section two, Geese seconded, Callahan, yes; Chambers, no; Geese, yes;
Headlee, yes; Mand, yes; Shawan, no; amendment passed 4-2. Vote on ordinance-
Callahan, yes; Chambers, no; Geese, yes; Headlee, yes; Mand, yes; Shawan, no;
ordinance 98-79 passed 4~2.
Ordinance 101-79 granting relief from a sanitary sewer hookup to T Alan
Doonan was untabled on a motion by Chambers, a second by Geese and a unani....
mous vote, vote on the ordinance - Gallahan, no; Chambers, yes; Geese, no;
Headlee, no; Mand, no; Shawan, yes; Ordinance 101-79 failed 2-4. Geese moved
Chambers seconded and it was unanimously passed that if necessary the village
will pay the cost of ch~ing the tap.

Ordinance 105-79 establishing the compensation for the mayor was read for a
third time, Callahan moved to amend by establishing compensation for the
vice mayor, Geese seconded, all voted in favor of the amendment. Vote on
ordinance 105-79 - Callahan, yes; Chambers, no; Geese, yes; Headlee, yes;
'Headlee, yes? Mand, yes; Shawan, yes. Passed 5-1.

Ordinance 108-19 transferring funds in the amount of $21,716.68 from the
Old Dublin Waterline fund to the Bond Retirement fund was introduced by
Geese and read for the first time. Geese moved to dispense with the three
time reading rule and pass as an emergency measure, Shawan seconded, all
voted in favor of the motion and the ordinance, passed 6-0.
Ordinance 109-79 amending the 1979 appropriations was introduced by Geese
and Eead for the first time, Geese moved to dispense-with the three time
reading rule and pass as an emergency measure, all voted in favor of the
ordinance and the motion, passed 6-0.

Resolution 54-79 adopting the police study made by Public Adminstration
Services was introduced by Headlee and read for the first time, Mand moved to
dispense with three time reading rule, Geese seconded, all voted in favor of
the motion and the resolution, passed 6-0.

Headlee and read for the first time, Shawan moved to dispanse with the three
time reading rule and pass as an emergency, Callahan seconded, all voted in
favor of the motion and the resolution, passed 6-0.

Resol~tion 56-79 accepting an easement for a sanitary sewer was introduced by
Headlee and read for the first time, Geese moved to dispense with the three
time reading rule and pass as an emergency measure, Callahan seconded, all
voted in favor of the motion and the resolution, passed 6-0.
Resolution 51-19 accepting a waterline easement was introduced by Shawanr.and
read for the first time, Geese moved to dispense with the three time reading
rule and pass as an emergency measure, Mand seconded, all voted in favor of
the motion and the resolution, passed 6-0.
Ordinance 110-19 creating the necessity of inspection of wood burning stove
and free standing fireplaces was introduced by Headlee and read for the
first time.
Resolution 58-19 creating a Dublin fund within the Columbus Foundation was
introduced by Shawan and read for the first time, Shawan moved to dispense
with the three time reading rule and pass as an emergency measure, Mand
seconded, all voted in favor of the motion and the resolution , passed 6-0.
Geese moved, Mand seconded, and it was unanimously passed to accept the final
plat of Waterford phase six. Geese moved, Headlee seconded, and it was
unanimously passed to delay the acceptance of Waterford, phase seven and eight
until the January 1 meeting.

1f:' Geese moved to accept a request of a temporary trailer for a bank facility
for Bank ONe on West Bridge Street as a interim phase for new construction,
t~ reauest was for a trailer to use as testing purposes to see if full
service facility was warranted, no second. Mand moved, Chambers seconded,
and it was unanimously passed to deny permission for any temporary facility.
Headlee moved, Geese seconded and it was unanimously passed to acc~i~l~n
Siehl's proposal for Mental Health improvement. Council President~ea a
recognition statement to Robert Karrer for his sixteen years of service to
the village as a councilman, council president and mayor. Shawan moved,
Headlee seconded, and it was unanimously passed to waive council rule of
order so the following resolutions could be-introduced. iRe.Daut~o59-19
recognizing ~~ William Callahan for his service to the village
as a councilman was moved by Chambers, seconded by Mand and unanimously
passed. Resolution 60-19 recognizing Robert Karrer for his service to the
village tor the past sixteen years was passed on a motion by Mand, a second,
