The November 5, 1979, meeting of the Village of Dublin Council was called to
order by Mayor Robert Karrer. Roll call - William Callahan, present; tiillard
Chambers, present; Ronald Geese, present; Catherine Headlee, present; Charles
Mand, present; Jacob Shawan, present. The minutes of the November 29 speCial
meeting were read, Headlee moved approval, Geese seconded, all voted in favor.

Shawan moved payment of the bills, Mand seconded, all voted in favor.
A petition concerning parking on Monterey Drive near the park was presented
to council.

No action was taken on ordinance 80-79 which is to amend the
subdivision regulations concerning park fees.
Ordinance 96-79 to amend the compensation plan ordinance was read for a
second time, Callahan moved to amend by increasing the maximium salaries
as recommended by the finance committee, Mand seconded, all voted in favor
of the motion to amend. -

Resolution 41-79 amending the resolution on methods and requirements for
agreements regarding water dis~ributions systems was read for a second time,
Ordinance 98-79 creating the position of village forester was read for a
second time, Shawan moved to 5~nd to planning and zoning, no second.
Resolution 43-79 establishing an estates, benefits, and gifts commission
was read for a second time.

Resolution 44-79 establishing a shade tree commission was read for a second
time, Chambers moved to amend by changing the title to Forestry Commission,
Callahan seconded, all voted in favor of the amendment. Callahan moved to
amend section two, the number on the commission to three, Chambers seconded,
all voted in favor of the amendment.
Ordinance 99-79 issuing industrial revenue bonds for a building for the
Ohio Society of Certified Public Accountants was introduced by Headlee and
~ead for the first time, Shawan moved to dispense with the three time read-

of the motion and the ordinance, passed 6-0.
Ordinance 100-79 granting relief for sanitary sewer hook up to Robert C and
Patricia Perry of 7016 Dublin Road was introduced by Headlee and read for the
first time, Callahan moved to dispense with the three time reading rule,
Geese seconded, all voted in favor of the motion ekGept Mand who abstained,
allvoted in favor of the ordinance except Mand who abstained, passed 5-0.

Ordinance 101-79 granting relief to T Alan Doonan of 5308 River Forest Road
from hook up to the sanitary sewer was introduced by Chambers and read for
the first time. Callahan asked the eningeer to prepare cost of alternative
hookups.
Resolution 47-79 congra1Ulating the Dublin High School golf team for winning
the Class Ai state championship was unanimously passed by council and Mayor
Karrer presented a copy of the resolution to Coach NOrm Roll.
Resolution 48-79 accepting a deed of easement from Ashland Oil Company was
introduced by Callahan and read for the first time.
Resolution 49-79 authorizing an agreement with the Franklin County Commissioner's
for funding for park improvements was introduced ty Shaw an and read. for the
first time, Headlee moved to dispense with the three time reading rule and
pass as an emergency measure, Mand seconded, all voted in favor of the motion
and the resolution, passed 6-0.
Ordinance 102-79 to advertise for bids for $800,000.00 in bonds for the
Old Dublin waterlines was introduced 1:y Geese and read for the first time,
Geese moved to dispense with the three time eeading rule, Callahan seconded,
all present voted in favor of the motion and the ordinance, passed 6-0.
Ordinance 103~79 confirming the final appointment of David Price as building
inspector was introduced by Geese and read for the first time, "wan
moved to di~ense with the three time reading rule, Chambers seconded, all
voted in favor of the motion and the ordinance, passed 6-0.

Council discussed proposed sewer connection agreements, fireboard proposals
for hydrant maintainence and Concord Township service, Columbia Gas rates,
repair of berms on state routes, the bridge, and the addition to Coffman
Park.
Mayor Karrer declared the meeting adjourned
