The October 15, 1919, meeting of the Village of Dublin council was called to
order by Mayor Robert Karrer. Roll call - William Callahan, present; Willard
Chambers, present; Ronald Geese, present; Catherine Headlee, present; Charles
Mand, present; Jacob Shawan, present. The minutes of the October 1 meeting
were read, Headlee moved approval, Callahan seconded, all voted in favor.

Ordinance 93-19 issuing revenue bonds for Stouffers Dublin Inn was introduaed
by Geese and read for the first time, Shawan moved to dispense with the three
time reading rule and pass as an emergency measure, Callahan seconded, all
present voted in favor of the motion and the ordinance, passed 6-0.
Ordinance 94-19 issuing revenue bonds forStanley Steemer was introduced by
Geese and read for the first time, Shawan moved to dispense with the three
time reading rule and pass as an emergency measure, Geese seconded, Callahan,
no; Chambers, no; Geese, yes; Headlee, yes; Mand, yes; Shawan, yes. Motion
failed 4-2.
Ordinance 95-19 issuing revenue bonds for Dale Properties for a Honda Dealer-
ship was introduced by Geese and read for the first time, Mand moved to dis-
pense with the three time reading rule and pass as an emergency measure,
Shawan seconded, all voted in favor of the motion and the ordinance, passed 6-p.
Ordinance 96-19 amending ;.ordinance 61-11 the compensation plan was introduced
by Headlee and read for the first time. Financial committee to study.
Resolution 41-19 amending resolution 21-14, the methods and reqUirements for
agreements regarding water distributions systems was introduced by Headlee and
read for the first time.

Resolution 42-19 supporting the Northwest Mental Health application for federal
funds was introduced by Headlee and read for the first time, Geese moved to
dispense with the three time reading rule and pass as an emergency measure,
Callahan seconded, all voted in favor of the motion and the resolution, passed
6-0.
Ordinance 91-19 amending the Dublin criminal code was introduced by Geese and
read for the first time, Geese moved to dispense with the three time reading ru~e
and pass as an emergency meamure, all voted in favor of the motion and the
ordinance, passed 6-0.

Ordinance 98-79 creating the position of Dublin forester was introduced by
Mand and read for the first time.
Resolution 43-79 establishing an estates, benefits and gifts commission was
introduced by Mand and read for the ~irst time.

Resolution 44-79 establishing a shade tree commission was introduced by Mand
and read for the first time.

Resolution 45-79 accepting land from the Dublin Local Schools was introduced
by Shawan and read for the first time, Geese moved to dispense with the three
time reading rule and pass as an emergency measure, Shawan seconded, all
voted in favor of the motion and the resolution, passed 6-0.
Resolution 46-79 regarding applications for Federal Funds for Scioto Park was
introduced by Shawan and read for the first time, Callahan moved to dispBnse
with the three time reading rule and pass as an emergency measure, Chambers
seconded, all voted in favor of the motion and the resolution, passed 6-0.
Headlee moved, Geese seconded and it was unanimously passed to waive council
rule of order so that resollit~n 47-79 ulf-ng voters to support the one half
mill mental health levy ~t\ l introduced by Headlee and read for the first
time, CAllahan moved to dispense with the three time reading rule and pass as
an emergency measure, Chambers seconded, all voted in favor of the motion and
the resolution.
Callahan moved, Nand seconded to send three ordinances to planning and zoning
for their NOvember meeting, all voted in favor.,
Council asked the adminstrator to announce the openings on the various
commissions for next year.

Five issues and proposals were presented by Chambers and Mand for consideratiol ,.'
in future construction contracts.., Council praised George M Thomas for his
renovations of the building at Bridge and High streets.
Mayor Karrer declared the meeting adjoUPned
