The October 1, 1979, meeting of the Village of Dublin council was called to
order by Mayor Robert Karrer. Roll call - William Callahan, present; Willard
Chambers, present; Ronald Geese, present; Catherine Headlee, present; Charles
Mand, present; Jacob Shawan, present. The minutes of the September 17 meet-
ing were read, Headlee moved approval, Shawan seconded, all voted in favor.
The following cills were submitted for payment;

Headlee moved payment of the bills, Callahan seconded, all voted in favor.
Sample ballots of two issues at November election were presented to council,
one for charter amendment and one for Sunday sales in precinct B & C.
Ordinance 80-79 amending the Subdivision Regulations concerning park fees was
read for a third time, Mand moved, Headlee seconded and it was unanimously
passed to amend section one, Callahan moved another amendment to section one
and an amendment to section two having to do with payment of fees, no second.
Headlee then moved to table to the October 15 meeting, Geese seconded and all
voted in favor of the motion to table.

Ordinance 89-79 setting the maximium price Columbia Gas may charge was read
for a third time, Callahan, no; Chambers, no; Geese, yes; Headlee, yes; Mand,
yes; Shawan, no. The mayor failed to break the 3-3 tie. Ordinance 89-79 did
not pass.
Resolution 39-79 accepting an easement from Paul Varga for the phase 2 sewer
was intro~ced by Headlee and read for the first time. Mand moved to dispense
with three time reading rule, Geese seconded, all voted in favor of the motion
and the resolution, passed 6-0.
Ordinance 91-79 authorizing a contr~ for part time drafting service was
introduced by Headlee and read for the first time. Callahan moved to dispense
with the three time reading rule and pass as an emergency measure, Mand
seconded, all voted in favor of the motion and the Ordinance, passed 6-0.

Resolution 40-79 accepting utility easements in the Village Square shopping
center was introduced by Headlee and read for the first time, Shawan moved
to dispense with the three time reading rule and pass as an emergency measure,
all voted in favor of the motion and the resolution, passed 6-0.
Ordinance 92-79 accepting the bid of King Equipment Compnay in the amount of
$6639.00 for a new leaf loader was int~aUced by Geese and read for the first
time, Geese moved to dispense with the three time reading rule and pass as an
emergency measure, all voted in favor of the motion.,nd the ordinance,
passed 6-0.
Headlee moved , Callahan seconded to send to Planning and Zoning a rezoning
request for the Howell property on North High street, the vote was 5-0 in
favor with Mand ~staining. Council discussed the moisture problem in the

the mental health program, construction p~blems, committee reports and the
inspection of the spring site near the b~ge by the recreation committee.
Mayor Karrer declared the meeting adjourned
