The September 17, 1979, meeting of the Village of Dublin council was called to order by Mayor Robert Karrer. Roll call - William Callahan, Tabsent; Willard Chambers, present; Ronald Geese, present; Catherine Headlee, present; Charles Mand, present; Jacob Shawan, present. The minutes of the Sep,tem ber 10 meeting were read, Headlee moved approval, Geese seconded, all present voted in favor. Council received notice from the Bo~rd of Elections concerning an election for Sunday sales of beer and wine in precincts Band C. Two letters signed by twen1y one residents concerning clean up of the Dublin spring area around the bridge~ and speeding on South Riverview Street were read to council. f .. Ordinance 80-19 amending the subdivision reguations on park and playround fees was read for the second time and a public hearing was held. Larry Helman spoke of some concerns from planning~oning. P""- Ordinance 18-79 accepting petition for annexation of 54.3 acres on Dublin Road at Brand Road was read for a third time. All present voted infavor, passed 5-0. ..... Ordinanoe 19-79 accepting petition for annexatioi of 15.2 acres on Coffman Road was read for a third time. All present voted in favor, passed 5-0. Acceptance of the ordinances for annexations does not guarantee water and sewer services nor approval of development plans'. Ordinance 81-79 amending the subdivision regulations requiring underground utilities was read for a third time. Shawan moved to ..end by changing section 318.03 and 318.04. No second. Vote on the ordinance was unanimous, passed 5-0. ~ Resolution 30-19, a village intent'~o assist the Historical Society was read :::,..~ ,'( for a third time, all present voted in favor, passed 5-0. "\ Ordinance 84-79 grant;ing a cable TV license to Warner Cable was read for a second time, Geese moved to dispense with the three time reading rule, Shawan second, all present voted in favor of the motion and the ordinance, passed 5-0. Resolution 38-79 amending council's rule of order for absentee voting was read for a seoond time, Geese moved to disp~e with the three time reading rule, Mand seconded, all present voted ift.favor\he motion, all present voted against the reSOlution, failed 0-5. .. Ordinance 87-79 accepting the bid of Flower Garbage for residential trash colleotion was read for a second time, Geese moved to dispense with the three time reading rule,and paSS as an emergenoy measure, Shawan seconded, all present \. !. voted in favor of the motion and the Ordinance, passed 5-0. , ~ Ordinance 89-19 setting a maximium price Columbia Gas may charge was read for a ~ second time,nHeadlee moved to dispense with the three time reading rule, Mand ~ seconded, Callahan, sbsent; Chambers, no; Geese, yes; Headlee, yes; Mand, yes; Shaw an , no. Failed 3-2. ,.. Ordinance 90-19 authorizing a bikeway sti>d.y by Godwin Bohm was introduced by Mand and read for the first time, Mand moved to dispense with the three time reading rule, Headlee seconded, all present voted in favor of the motion and the ordinance, passed 5-0.
