Roll Call _ William Callahan, absent; Willard Chambers, present; Ronald Geese, present; Catherine Headlee, presiding; Charles Mand, present; Jacob Shawan, present. The minutes of the August 27, 1979, special meeting were read, Geese moved approval, Mand seconded, all present voted in favor. Joe Neidhardt, a representative of Kokosing Construction Company, explained to council the sewer line construction on state route #745, council voiced some objection to time taken with road closed. ,. i '-- ,.... Mand, yes; Shawan, yes; Passed 4-1. Ordinance 78-79 accepting petition for annexation of 54.3 acres was read for a second time. Ordinance 79-79 accepting petition for annexation of 75.2 acres was read for a second time. Ordinance 81-79 amending subdivision regulations concerning underground utilities was read for a second time. Shawan moved to amend sections 318.03 and 318.04, Chambers seconded. After brief discussion, Shawan withdrew the motion. ".,. f' Ordinance 83-79 autho M'izing the adminstrator to advertise for bids for a leaf loader was introduced by Geese and read for the first time. Geese moved to dispense with the three time reading rule, Chambers seconded. All present voted in favor of the motion and the Ordinance, passed 5-0. .... Ordinance 84-79 granting a cable TV license to Warner Cable Corporation was introduced by Mand and read for the first time. Geese moved to dispense with the three time reading rule. No second. Geese moved to dispense with the three time reading rule, Chambers seconded, all present voted in favor of the motion and the 9rdinance, passed 5-0. Ordinance 86-79 authorizing the transfer of funds from the general fund to the Safety fund ($20,000.00), park and recreation fund ($9,000.00), and the bond retirement fund ($31,500.00) was introduoed by Geese and read for the first time. Shawan moved to dispense with the three time reading rule and pass as an emergency measure, Mand seconded, all present voted in favor of the motion and the Ordinance, passed 5-0. ..., fl, wi Ordinance 87-79 accepting the bid of Flower Garbage in:the amount of $6197.40 per month for trash and garbage oollection was introduoed by Geese and read for the first time. Geese moved to dispense with the three time reading rule Mand seoonded, Callahan absent; Chambers, no; Geese, yes; Headlee, yes; Mand, yes; Shawan, yes. Motion f,ailed to get required three fourths vote. Geese moved to send to planning and zoning two ordinances concerning sub- division perimeter streets, Mand seconded, Callahan, .bsent; Chambers, yes; Geese, yes; Headlee, yes; Mand, yes; Shawan, '/ilIA. Passedf-'. Ordinances to be returned to council by second meeting in October. Ordinance 88-79 levying special assessments for the Old Dublin Waterline was introduced by Geese~and read for the first time. Geese moved to dispense with the three time reading rule and pass as an emergency measure, Mand seconded, all present voted in favor of the motion and the Ordinance, passed 5-0. Ordinance 89-79 setting a maximium prioe which Columbia Gas of Ohio may charge was introduced by Geese and read for the first time. - Mand moved, Chambers seconded the Doonan request for relief from the sewer hook up. Shawan moved, Geese seconded and it was unanimously passed to table until the next meeting. Chambers moved, Mand seconded, and it was unanimously passed that Grabill Realty be granted pennission to use up to two sales trailers for a six months period (renewable) with proper landscaping.
