Roll call - William Callahan, present; Willard Chambers, present; Ronald Geese, absent; Catherine Headlee, present; Charles Mand, absent; Jacob Shawan, present. The minutes of the August 6 meeting were read, Headlee moved approval, Callahan seconded, all present voted in favor of approval. Councilman Ronald Geese arrived at this time. Ordinance 75-79 proposing an election to increase the income tax t per cent for park and recreation was read for a second time, Shawan moved to amend by stating that the purpo~~6f the ~ increase in the income tax be for capital improvements, Chamber~e motion to amend, CAllahan, no; Chambers, yes; Geese, yes; Headlee, no; Shawan, no. Motion to amend failed 2-3.. Ordinance 78-79 aocepting a petition for annexation of 54.3 acres at the oorner of state route #745 and Brand Road was introduced by Headlee and read for the first time. Ordinance 79-79 accepting a petition for annexation of 75.2 acres on the east side of Coffman Road, north of the High School was introduced by- Headlee and read for the first time. . ,.. Ordinance 80-79 amending subdivilUon regulations on park and playground fees was introduced by Geese and read for the first time. '- Resolution 37-79 setting a public hearing on September 17, 80-79 was introduced by Geese and read for the first time. dispense with the three time reading rule, Geese seconded, in favor of the motion and the resolution, passed 5-0. 1979, for ordinance Callahan moved to all present voted Callahan moved, Geese seconded, and it was unanimously passed to refuse all bide on the Avery Road park: improvements as all bids were considerably over the planner~s estimate. Ordinanoe 82-79 establishing two additional engineering inspection positions was introduced by Shawan and read for the first time, Shawan moved to dispense with the three time reading rule, Chambers seconded, all voted in favor of the motion and the ordinance, passed 5-0. ~ ] ..J Shawan reported from the road committee, the major problem is finance, a small percentage can be assessed to adjoining property owners. Final plat approval of Donegal Cliffs was presented, conditions as noted by the planning and zoning commission are to be presented in writing for action at special meeting on August 27. An ordinance concerning park: and playgro'fIld fees was sent to planning and zoning on a motion by Geese, a second by ~bers and a unanimous vote by those present. Pat Grabill requested permission to use sales trailers until houses are built to house a temporary sales office, Shawan moved acceptilance of the proposal, Chambers seconded, CAllahan moved to amend by placing a six months limit on the use of the trailers, Geese seconded, all voted in favor of the amendment, except Headlee who abstained, passed 4-0. Shawan moved to table the motion for further information, Geese seconded, all voted-in favor of the motion to table. Geese moved, Callahan seoonded a motion that council not object to Godwin Bohm representating a private developer, all voted in favor. Once agaancouncil discussed fire and emergenoy coverage in the Concorn Township portion of the village, it was the opinion of some that this was a township trustee matter.
