The August 6, 1919, meeting of the Village of Dublin counoil was called to
order by Mayor Robert Karrer. Roll call - William Callahan, present; Willard
Chambers, present; Ronald Geese, present; Catherine Headlee, present; Charles
Mand, present; Jacob Shawan, present; The minutes of the July 16 regular
meeting were read, Headlee moved approval, Geese seconded, all voted in favor.
The minutes of the July23 speoial meeting were read, Headlee moved approval,
Geese seconded, all voted in favor. Shawan questioned the legality of the
passage of ordinances 69-79 and 72-79 at a special meeting. The solicitor
was of the opinion that all sunshine laws had been followed. The following
bills were submitted for payment:

The official result from the Franklin County Board ofl:Elections on the vote
on the charter was 223 yes and 95 no. A letter from the board of zoning
appeals concerning right a way on South Riverview Street was read. No action.

Geese moved, Shawan seconded and it was unanimously passed to remove ordinance
61-79 from thl"l' table, ordinance 61-79 was then passed unanimously, passed
6-0.

Ordinance 67-79 confirming the permanent appointment of DAnny Beaudry as a
full time polioe officer was read for a second time, Shawan moved to dispense
with the three time reading rule, Geese seconded, all voted in favor of the
motion and the Ordinance, passed 6-0.

Ordinance 73-79 redefining ordinance 44-19 concerning swimming pool fencing
was introduced by Chambers and read for the first time, Chambers moved to
amend by adding locks to the seotion about the latching of gates, Mand seconde ,
all voted in favor of the motion to amend, Headlee moved to dispense with the
three time reading rule, and pass as an emergency measure, Chambers seconded,
all voted in favor of the motion and the ordinanoe, passed 6-0.
Council dis~ssed a contract with Public Adminstzation Service for a police
stUdy, strotner to contact company about amount of contract and detail of
study.
Ordinance 74-79 setting the compensation of the mayor at $12,000.00 was
introduced by Shawan and read for the first time.

Ordinanoe 75-79 to inorease the income tax an additional amount of ~ for the
purpose of the acquistion and improvement of land for publio recreation and
for the hiring of personnel for open space and recreation was introduced by
Mand and read for the first time, Headlee moved to amend by putting a ten
year limit on the taxation, Mand seconded, Callahan, yes; Chambers, no; Geese,
yes; Headlee, yes; Mand, yes; Shawan, no. Motion to amend passed 4-2. Mand
moved to dispense with the three time reading rule and pass as an emergency
measure, Headlee seconded, Callahan, yes; Chambers,no; Geese, yes; Headlee,
yes; Mand, yes; Shawan, no. Motion failed to get necessary three fourihs
vote.

Ordinance 76-19 to amend section 4.11 of the charter by a vote of the elect-
orate was introduced by CAllahan and read for the first time. aallahan moved
to dispense with the three time reading rule and pass as an emergency measure,
Geese seconded, all voted in favor of the motion and the Ordinance, passed
6-0.
Ordinance 77-79 authorizing the village adminstrator to advertise for bids
for garbage and trash collection was introduced by Headlee and read for the
first time, Callahan moved to dispense with the three time reading rule and
pass as an ~emergency measure, Headlee seoonded, all voted in favor of the
motion and the Ordinance, passed 6-0.
Auto dealer asked for an increase in priceqU.oted for new police cruiser,
Chambers moved, Shawan seconded, and it was unanimously passed that village
expects price as quoted. Glick Road improvements to be approximately
$563,000.00, method of payment discussed, Mayor appointed Councilmen Shawan
and Chambers to work with village adminstrator and engineer to study highway
needs. Engi8eer Wo1ferequested additional inspectors for engineering projeots
Mayor appointed Councilmen Chambers and Mand to work with engineer and
solicitor to study the enforcement of contracts, use of easements, inspeotions
and contractor responsibility. Right turn lane at Brand Road and state route
#745 was discussed. Bill Callilan presented a report from the water committee.
A special meeting to act on ordinance 75-19 was set for August 27, 1979 at
1:30 PM.
