The July 16, 1979, meeting of the Village of Dublin council was called to
order by Mayor Robert Karrer. Roll call - William Callahan, a.bsent; Willard
Chambers, present; Roni4d Geese, present; Catherine Headlee, present; Charles
Mand, present; Jacob Shawan, present. The minutes of the July 2 meeting were
read, Headlee moved approval, Geese seconded, all present voted in favor.
The following bills were submitted for payment:

Mand moved payment of the bills, Headlee seconded, all present voted in favor.
Chambers questioned the expenses for the Fourth of July, accounting is not
complete as all donations are not in.
The clerk read correspondence from Smith and Tobin attorneys, asking that
rezoning ordinance 61.79 be table! to August 6 meeting, and notice from
the Department of Liquor Control. Council had no objection to request for
temporary permits for sales at tennis tournament. Phil Nunnally asked for
special m~eting of council to approve bonds for Sherex. Meetin set for July 23

Resolution 35-79 directing the village engineer to prepare data concerning
re~irs to Glick Road was read for a third time, all present voted in favor,
passed 5-0.
Geese moved, Shawan seconded and it was unanimously passed by those present
to table ordinance 61-79 until the n~t meeting.
Ordinance 60-79 on the proposed rezoning of 105.75 acres in Hemingway West
'\tTas read for a third time, all present voted in favor, except Ge"ese who ab-
stained, passed 4-0.

Ordinance 67-79 confirming the appointment of Daniel Beaddry as a full time
police officer was introduced by Headlee and read for the first time.

Ordinance 68-79 accepting the bid of International Salt Co in the amount of
$28.00 per ton was introduced by Geese and read for the first time, Mand moved
to dispense with the three time reading rule, Shawan seconded, all present
voted in favor of the motion and the ordinance, passed 5-0.
Ordinance 69-79 advertising for bids for improvements to Avery Road park was
introduced by Geese and read for the first time, Mand moved to dispense with
the three time reading rule and pass as an emergency measure, Headlee seconded,
Callahan, absent; Chambers, yes; Geese, yes;lHeadlee, yes; Mand,yes; Shawan,
no. Motion failed , due to lack of two-thi~ vote.

Ordinance 10-19 providing for a fine of not more than $10.00 for violating the
two hour parking limit on portions of HIgh Street was introduced by clambers
and read for the first time, Shawan moved to dispense with the three time
reading rule and pass as an emergency measure, Chambers seconded, all present
voted in favor of the motion and the ordinance, passed 5-0.

Shawan moved, Chambers seconded the approval of the final plat of Shannon
Park, all present voted in favor, passed 5-0.

Mand commented on future pUns of the recreation committee and the community
survey, noting three areas - 1) swim facility, 2)bike paths, 3)review zoning
ordinance to improve benefits for recreation. Chambers voiced objection to
the temporary office of State SAvings and the ordinances or regulations that
permi tted such a building. Mand commended the department of recreation- for
the Fourth of July celebratiom:
