The July 2, 1919, meeting of the Village of Dublin council was called to order
by Mayor Robert Karrer. Roll call - William Callahan, present; Willard
~ ~Chambers, present; Catherine Headlee, present; Charles Mand, present; Jacob
~r' Shawan, present. The minutes of the June 18 meeting were read, Callahan noted
~~~\ that in the discussion about storm water retention in Waterford the applicant
1~ is to seek easements from the down stream property owners, Headlee moved
approval of the minutes, Chambers seconded, all voted in favor of approval.

Headlee moved payment of all the bills except Craft General Contractors,
Shawan seconded, all voted in favor.
The following correspondence was read - 1) from the C~ber of Commerce re-
questing that the closing of the Dublin bridge be as soon as possible in the
spring 2) request for traffic control on Memorial Drive during the tennis
tournament 3) from Gene Bostic, fire inspector, asking the village to adopt
the new state fire codes

Ordinance 61-19 was read for a second time and a public hearing was held,
Harrison Smith spoke for the rezoning ordinance, Jeff Berkley asked questions
about area near Martin Road Church.

Ordinance 60-19 was read f_ a second time and a public hearing was held,
David Hussey spoke for the rezoning ordinance for Hemingway West.

The 1980 budget was discussed, principally in the police depart~ent expendi-
tures. Mand moved to amend by deleting $50,000.00 from the safety fund and
adding that amount to the general fund, Callahan seconded, Callahan, yes;
Chambers, no; Geese, no; Headlee, no; Mand, yes; Shawan, no. Amendment failed
2-4. Callahan moved to amend by adding that the $50,000.00 in the safety
fund by added by seeking a police tax levy in November, Headles seconded,
after further discussion Headlee withdrew the second, Mand then seconded,
Callahan, yes; Chambers, no; Geese, no; Headlee, yes; Mand, yes; Shawan, no.
Motion failed 3-3. Shawan moved to accept the 1980 budget as originally
proposed, Chkmbers seconded, all voted in favor.

Shawan spoke on a point of personal priviledge. Shawan moved to withdraw from
the table ordinance 51-19, the nepotism ordinance, cbnbers seconded,
Callahan, yes; Chambers, yes; Geese, yes; Headlee, yes; Mand, no; Shawan, yes.
Passed 5-1. Mand. .moved to amend by adding a new section fl:2, with #2 now #3,
#3 now #4, #4 now ~~, Callahan seconded, Callahan, yes; Chambers, no;
Geese, n&; Headlee, no; Mand, yes; Shawan, no. Failed 2-4. Callahan moved
to amend by adding the foll~ng to section #1, step child~en, step father,
step mother, step brothers, step sisters, aunts and uncles. Callahan withdrew
the motion. Vote on ordinance 51-19 - Callahan, no; Chambers, yes; Geese, no;
Headlee, no; Mand, no; Shawan, yes. Ordinance 51-19 failed 2-4.

Geese moved, Mand seconded, and it was unanimously passed to table resolution
35-79 which directs the village engineer to prepare data for the Glick Road
repairs.
Ordinance 28-79 for the rezoning of 8.2 acres on Sawmill Road was read for a
third time, all voted against the ~rdinance, failed 0-6.

Resolution 36-79 accepting the bid of Season Good and Mayer for $225,000.00
sewer bonds, interest to be 6t% with premium of $608.75 was introduced by
Geese and read for the first time, Headlee moved, Geese seconded, to dispense
wi th the three time reading role and pass as an emergency measure, all voted
in favor of the motion and the resolution, passed 6-0.

Ordinance 65-79 confirming the final appoi,ntment of Danny Johnson and Ralph
McNemar as maintainence department personnel was introduced by Geese and read
for the first time, Headlee moved to dispense with the three time reading rule,
Shawan seconded, all voted in favor of the motion and the ordinance, passed 6-C
Ordinance 66-79 employing Godwin Bohm NBBJ as village planners was introduced
by Geese and read for the first time, Headlee moved to dispense with the three
time reading rule and pass as an emergency measure, Mand seconded, Callahan,
no; Chambers, no; Geese, no; Headlee, yes; Mand, yes; Shawan, no. Failed 2~.
Geese moved to dispense with the three time reading rule, Shawan seconded,
all voted in favor of the motion and the ordinance, passed 6-0.
Council discussed the closing of the bridge and asked the village adminstrator
to seek a meeting with someone from the state highway department. Callahan
noted the need of enforcement of the ordinance that requires visuals at
rezonings and public hearings and he also asked that something be done about
the cooling system at the municipal building. The solicitor is to study the
feasibility of the village forming its own township at this time.
