A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
2019 STREET MAINTENANCE PROGRAM — PHASE II
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of
the Dublin Code, for the 2019 Street Maintenance Program — Phase II; and
WHEREAS, Council has determined that the bid submitted by Decker
Construction Company constitutes the lowest and best bid.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
r7 of its elected members concurring, that:
if
Section 1. The bid submitted by Decker Construction Company in the total
amount of $3,324,160.26 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts
with Decker Construction Company for performance and completion of the
2019, Street Maintenance Program — Phase II pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the
City Engineer.
S_ ectJon 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Resolution 29-19 — Bid Acceptance for 2019 Street Maintenance
Program — Phase 11
On April 18, 2019, (4) bids were received, publicly opened, and read by Engineering staff for the 201
Street Maintenance Program — Phase II. A copy of the 2019 Street Maintenance Program — Phase II
construction drawings has been placed in the Council Planning Room for your reference and review. I
The Engineer's estimate for this project is $3,250,000. The budgeted funds for the Annual Street
Maintenance Program for 2019 in the 2019-2023 Capital Improvements Program are $6,850,000
(increased by $850,,000 per Ordinance No. 06-19) in account AT191. Phase I of this maintenance
program, which generally consists of streets without curb and gutter, was awarded to Kokosing
Construction for $2,,689,443.50 (Resolution No. 21-19).
Decker Construction Company submitted the lowest and best bid of $3,324,160.26. This makes the total
for the two phases $6,013,603.76, which is within the revised budget. Staff has reviewed all bids submitted
for Phase II and a summary of the bids received is listed below.

Work included in the 2019 Street Maintenance Program — Phase II consists of roadway resurfacing and
reconstruction, base stabilization, spot repair, curb and gutter replacement, installation of ADA
(Americans with Disabilities Act) compliant curb ramps and other associated work. All work is planned t#
be complete by November 1, 2019.
Additionally, the traffic signal pedestrian controls and curb ramps will be upgraded at the Emerald
Parkway/Hard Road and Hard Road/Claddaugh Lane intersections to meet current ADA standards. It is
required that adjacent pedestrian facilities are brought into ADA compliance when significant
maintenance activities occur on any street or roadway, which includes resurfacing,

The 2019 program includes resurfacing on City streets as depicted on the attached City map. The streets
to be improved are as follows:

adjacent streets as much as possible, and consistently provide a safe work area for motorists and
workers.

The followinq communication methods will be used to communicate construction information with the
residents and motorists throughout the duration of this project.

• Due to the short notification time period for driveway closures, Dublin Engineering staff makes
adjustments to the construction schedule to accommodate resident needs on a case-by-case
basis.
• The typical City of Dublin social is channels are used to communicate timely construction
updates.

Staff has thoroughly reviewed the bid submitted by Decker Construction Company. Previous
experience with Decker Construction Company has been favorable, including these recent projects:
2018 Shared -Use Path Maintenance Program, 2015 Street Maintenance Program - Part 1 and Dublin
Road Shared Use Path - Phase 2 (2013). Decker Construction Company has also been a sub -contractor
for concrete work on past Street Maintenance Programs.
Staff recommends Council approval of Resolution No. 29-19 accepting as lowest and best the bid of
Decker Construction Company in the amount of $3,324,160.26 and authorizing the City Manager to
enter into a contract with Decker Construction Company for this project.
