The May 21, 1979, meeting of the Village of Dublin council was called to order
by Mayor Robert Karrer. Roll call - William Callahan, present; Willard
Chambers, present; Ronald Geese, present; Catherine Headlee, present; Charles
Mand, present; Jacob Shawan, present. The minutes of the May 7 meeting were
read, Headlee moved approval, Mand seconded, all voted in favor. The following
bills were submitted for payment;

Shawan moved payment of the bills, Chambers seconded, all voted in favor.
A letter from fourteen David Road residents asking for two street lights was
read. Shawan moved approval of two street lights, Chambers seconded,
Callahan, no; Chambers, yes; Geese, no; Headlee, yes; Mand, no; Shawan, yes.
Failed 3-3. Headlee asked that a resolution be submitted at the next
meeting, Callahan asked that council consider a study for all future street
lighting systems.

Ordinance 37-79 on a proposed rezoning of .874 acres to Suburban Office at
corner of David Road and state route #161 was read for a second time and a
publiw hearing was held, no one spoke for the ordinance, eight David Road
residents spoke against the rezoning.
Ordinance 36-79 concerning a rezoning of 12.2 acres to Comm_nity Commercial
at the corner of Bright Road and Sawmill Road was withdrawn at the request of
Harrison Smith, no public hearing was held.
Ordinance 35-79 concerning the rezoning of 134 acres to FUD along Dublin Road
was read for a second time and a public hearing was held. Dan Smith spoke
for the request.
Ordinance 27-79 amending the Subdivision Regulations concerning engineering
fees was read for a third time. All voted in favor of ordinance 27-79,
passed 6-0.
Ordinance 42-79 relating to cable television was read for a third time, all
voted in favor of ordinance 42-79, passed 6-0.
Ordinance 47-79 relating to open burning in restricted areas was read for a
second time.

Ordinance 51-79 relating to nepotism concerning village employees was read
for a second time.

Ordinance 50-79 Ql\~water system improvements was read for a second time.
Geese moved that a public hearing on this ordinance be held July 2, Mand,
seconded, the motion and second were withdrawn. Geese then moved and Mand
seconded that public notification be mad~that the third reading of the
ordinance will be on June 4, all voted in favor.
Resolution 30-79 on the intent of the use of the house at 6659 Coffman Road
was read for a second time.

Ordinance 54-79 renewing the municipal building note in the amount of
$300,000.00 with the Huntington National BAnk was introduced by Headlee and
read for the first time. Geese moved to dispense with the three time reading
rule and pass as an emergency measure, Mand seconded, all voted in favor of
the motion and the ordinance, passed 6-0.
Ordinance 55-79 calling for an election on the proposed charter was intro-
duced by Chambers and read for the first time. Shawan moved to dispense with
the three time reading rule and pass as an emergency measure, Headlee second-
ed, all voted in favor of the motion and the ordinance, passed 6-0. Election
to be July 24, 1979.

Ordinance 56-79 providing for the issuance of sewer improvement oonds in
the amount of $225,000.00 was introduced by Headlee and read for the first
time, Callahan moved to dispense with the three time reading rule and pass
as an emergency measure, Geese seconded, all voted in favor of the motion and
the ordinance, passed 6-0.
Ordinance 57-79 increasing the power of the Architectural Review Board to
include sidewalks was introduced by Shawan and read for the first time.
Ordinance 58-79 asking the Delaware County Commissioners to move the village
portion of Concord Township from Delaware County to Franklin County was
introduced by Headlee and read for the first time. Geese moved to dispense
with the three time reading ruleand pass as an emergency measure, Callahan
seconded, all voted in favor of the motion and the ordinance, passed 6-0.
Ordinance 59-79 to enter into an agreement with the Sherex Chemical Company
for the issuance of $8,500,000.00 in Industrial Development Bonds was intro.
duced by Geese and read for the first time. Mand moved to dispense with the
three time reading rule and pass as an emergency measure, Callahan seconded,
all voted in favor of the motion and the ordinance, passed 6-0.

Ordinance 60-79 providing for a change in zoning in Hemingway West to PUD was
introduced by Callahan and read for the first time.
Resolution 32-79 setting a public hearing on July 2, 1979, for the rezanng
in ordinance 60-79 was introduced by Callahan and read for the first time,
Callahan moved to dispense with the three time reading rule, Headlee seconded,
all voted in favor of the motion and the resolution, passed 6-0.
Ordinance 61-79 providing for a change in zoning .of 11.4 acres at the
comer of Sawmill and Martin Roads to PUD was introduced by Callahan and read
for the first time.
Resolution 33-79 setting a public hearing on July 2, 1979, for the rezoning
in ordinance 61-79 was introduced by Headlee and read for the first time,
Callahan moved to dispense with the three time reading rule, Chambers second-
ed, all voted in favor of the motion and the resolution, passed 6-0.

Ordinance 62-19 to vacate an alley at the library site was introduced by
Shawan and read for the first time, Callahan moved to dispense with the
three time reading rule and pass as an emergency measure, Geese seconded, all
voted in favor of the motion, and the ordinance, passed 6-0.
Mand moved, Shawan seconded, anA it was unanimously passed to accept the
final plat of Corbin Mills subdivision. Mand moved, Shawan seconded, and it
was unanimously passed to remove the Stoycheff proposal from the table, Mand
moved to amend, Shawan seconded to add 1. no trash pickup vehicles on the
driveway, 2. no school bus on the driveway, 3. will be assessed if road
built if all property owners are assessed, all voted in favor of the amendment,
all voted in favor of the original motion with amendment. Chambers reported
that the police chief will not have to move from the rented house, and council
will continue with the original rule that chief must live in the village,
Mayor to inform police chief. Council approved adding improvements to the
Bridge Street and Frantz Road intersection to the street impfWvements for
this summer. Council approved a fence for the Avery Road Park and picnic
tables. Mayor Karrer declared the meeting adjourned at 10:10 PM.
