The May 7, 1979, meeting of the Village of Dublin Council was called to order
by Mayor Rotert Karrer. Roll call - William Callahan, present; Willard Chambers,
present; Ronald Geese, present; Catherine Headlee, present; Charles Mand, pre-
sent; Jacob Shawan, present. The minutes of the April 16 regular meeting were
read, Headlee moved approval, Callahan seconded, all voted in favor of approval.
The minutes of the special meeting of April 21 were read, Mand moved approval,
Callahan seconded, all voted in favor of approval. The following bills were
submitted for payment:

Headlee moved payment of the lills, Mand seconded, all voted in favor.
The clerk read correspondence from the Muirfield Civic Association concerning
fire protection in the Concord Township portion and asking the village to re-
QUest a change of the Concord Township IDrtion to Washington Township, and
letters from the school praistng the police department and the ro.ad department.

Ordinance 28-79 Upon hearing a request for a postponement of the public hear-
ing, Geese moved, Callahan seconded and it was unanimously passed to table
ordinance 28-79 and set a new public hearing for June 18, 1979.
Ordinance 27-79 amending the subdivision regulations concerning inspection
fees was read for a second time and a public hearing was held. No one spoke
to the ordinance.

Ordinance 33-79 rescinding the NO TURN ON RED at Bridge and HIgh Street was
read for a third time. Mand noted the school has no objection. All voted in
favor of the Ordinance. Passed 6-0.
Ordinance 42-79 relating to calle television was read for a second time.
Ordinance 44-79 governing the construction of fences was read for a second
time, Geese moved, Mand seconded,and it was unanimously passed to amend
section 2B and 2K, Geese then moved to dispense with the three time reading
rule, and pass as an emergency, Shawan seconded, all voted in favor of the
motion and the ordinance. Passed 6-0.

Ordinance 45-79 authorizing the village adminstrator to advertise for bids for
street impnvements was introduced by Headlee and read for the first time,
Callahan moved, Geese seconded, to dispense with the three time reading rule
and pass as an emergency measure, all voted in favor of the motion and the
ordimance. Passed 6-o~
Ordinance 46-79, a mutual aid agreement between the Village of Dublin and the
Delaware County Sheriff was introduced by Geese and read for the first time,
Geese moved to dispense with the three time reading rule, Callahan seconded,
all voted in favor of the motion and the ordinance. Passed 6-0.

Ordinance 47-19 relating to open burning in certain areas was introduced by
Shawan and read for the first time.
Resolution 30-19 concerning the intent of use for the house at 6659 Coffman
Road was read for the first time after being introduced by Mand.
Resolution 31-19 sending best wishes to the Lord Mayor of Dublin, Ireland
from Dublin, Ohio, was introduced by Shawan and read for the first time,
Headlee moved to dispense with the three time reading rule, Mand seconded,
all voted in favor of the motion and the resolutd.on. Passed 6-0.
Ordinance 48-19 a contract with the State of Ohio for bridge repairs on
state route 1f745 was introduced by Geese and read for the first time,
Callahan moved to dispense with the three time reading rule, Geese seconded,
all voted in favor of the motion and the ordinance. Passed 6-0.
Ordinance 49-19 appointing Mary L Laird to the position of clerical assistant
for a probationary period of six months at a salary of $3.61 per hour was
introduced by Mand and read for the first time, Geese moved to dispense with
the three time reading rule, Callahan seconded, all voted in favor of the moti
and the ordinance.

Ordinance 50-19 concerning water system improvements and an agreement with
Muirfield, Ltd. was introduced by Shawan and read for the first time. Shawan
moved to dispense with the three time reading rule, no second.
Ordinance 51-19 relating to nepotism was introduced by Shawan and read for
the first time.
Ordinance 52-19 an agreement with C&SO Electric for 52, 100 watt high pressure
sodium lights on sixteen foot poles in the Metro Centre was introduced by
Geese and read for the first time, Geese moved to dispense with the three
time reading rule, Callahan seconded, all voted in favor of the motion and
the ordinance. Passed 6-0.
Ordinance 53-19 accepting a right a way deed at the corner of Muirfield Drive
and Brand Road was introduced by Geese and read for the first time, Callahan
moved to dispense with the three time reading rule, Shawan seconded, all
voted in flvor of the motion and the ordinance. Passed 6-0.
Chambers moved, Shawan seconded the following proposal - The Dublin Village
council interposes 'A objection to DoctorStoychef' s proposal for private
improvement of the ArrowheadRoad public right a way provided he understands t
a. the village accepts no new obligation for maintainence, snow removal, or
any other services as a result of this action, b. Dr. Stoycheff must assure th
adeauate survey that he uses only the public right a way and his own property,
c. His improvement of the public right of way does not invest him with any .
right of title or exclusive use. Callahan moved to table the motion until
the solicitor can st.dy the motion, Headlee seconded, all voted in favor of
the motion to table. Geese moved, Mand seconded, and it was unanimously passed
to send to planning and zoning the reGuested PUn rezoning of Hemingway West.
The safety committee reported that report not ready on chief's housing and
that~elephone in oammunication office was an adminstrative decision. Village
Engineer Charles Wolfe,.;reported on 1. water system proposal 2. MORPC drai~ge
manual 3. Glick Road. Mel Shaver asked that two or three street lights be J
placed~on David Road, a private road. Headlee moved approval, Chambers second d,
Callahan, no; Chambers, yes; Geese, no; Headlee, yes; Mand, no; Shawan, yes.
Motion failed 3-3. Council discussed with Howard Adams the proposed water
system of Ordinance 50-19. Mayor Karrer declared the meeti adjOu~ed at I
