Roll call - Callahan, present; Chambers, present; Geese, absent; Headlee, present; Mand, present; Shawan, present. The minutes of the April 2 meeting were read, Mand moved approval, Headlee seconded, all present voted in favor of approval. The bills were submitted for payment. Geese arrived at this time. Ordinance 34-79 rescinding ordinance 19-79 which requires underground utili ties in a subdivision was introduced by Shawan and read for the first time. Chambers moved to forward ordinances 19-79 and 34-79 to planning and zoning for their study, Shawan seconded, Callahan, yes; Chambers, yes; Geese, yes; Headlee, yes; Mand, no; Shawan, yes. Motion passed 5-1. Ordinance 35-79 to provide for a change in zoning to PlJD for Donegal Cliffs was introduced by Headlee and read for the first time. Resolution 15-79 setting a public hearing on ordinance 35~79 was introduced by Shawan and read for the first time. Mand moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the resolution. Passed 6-0. ' ,... Callahan moved to dispense with the three time reading rule, Chambers seconded, all voted in favor of the motion and the resolution. Passed 6-0. Ordinance 37-79 to provide for a change :in zoning for a tract of land at David Road and East Granville Road to sul:urban office was introduced by Callahan and read for the first time. Resolution 17-79 setting a publiC hearing for ordinance 37-79 was introduced by Geese and read for the first time, Mand moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion and the resolution. Ordinance 39-19 to employ William Callahan IV as a engineering inspector for a six month prolationary period at a salar,yof $13,500.00 was introduced by Headlee and read for the first time. Mand moved to dispense with the three time reading rule, Chambers seconded, Callahan, abstain; Chambers, yes; Geese, yes; Headlee, yes; Mand, yes; Shawan, abstain; Callahan then voted yes. Motion passed 5-0. Vote on ordinance - Callahan, abstain; Chambers, yes; Geese, yes; Headlee, yes; Mand, yes; Shawan, no. Passed 4-1. ...", Resolution 18-19 accepting and approving easements for the phase 2 sewers from Robert and Phyllis Blackford, Burton and Gladys Bailey, Margaret Eberhart, Theodore and Marjorie Gaurasci, ~hn and Hermanna Guy, Robert and Marlene Miljus, George Quillin, Edwin and Mary Segner, and Georgena, Joyce, and Geraldine Howell was introduced by Mand and read for the first time. Shawan moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the resolution. Passed 6-0. Ordinance 4<R9 granting relief from mandatory sewer hookup was introduced by Headlee and read for the first time. Geese moved to dispense with the thFee time reading rule and pass as an emergency measure, Shawan seconded, all voted in favor of the motion and the ordinance. Passed 6-0. Resolution 19-19 requesting an advance from the Franklin County Auditor was introduced by Headlee and read for the first time, Geese moved to dispense with t~r three time reading rule, Mand seconded, all voted in favor of the mQtiorr~and the resolution. Passed 6-0. ~ ~ Ordinance 41-19 authorizing the transfer of $24,000.00 from the General Fund to the street fund and $22,500.00 from the general fund to the bond retire- ment fund was introduced by Mand and read for the first time. Callahan moved to dispense with the three time reading rule, Chambers~conded, all voted in favor of the motion and the ordinance. Passed 6-0. Ordinance 42-19 relating to cavle television was introduced 1:y Mand and read for the first time. Ordinance 43-19 employing the firm of Smith and Gunner as the legal firm for the Village of Dublin was introduced by Shawan and read for the first time, Mand moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the ordinance. Passed 6-0. Orn:r~ance 44-19 governing the erection and construction of ~ences in the residential areas of the village was introduced by Geese and read for the first time. Resolution 29-79 regulating traffic on certain stree~ during the golf tourn- ament was introduced by Geese and read for the first time. Mand moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the resolution. Passed 6-0. ~ j Council discussed with Dr stoycheff the street problem in O.Shaugnessey Hills. Bill Chambers will work with Dr .itoycheff to reach a solution. Shawan left the meeting at this time. Callahan moved, Mand seconded and it was unanimously passed to accept the final plat of Waterford, phase 8. Chambers moved, Geese seconded to accept the preliminary plat of Corbin Mills, all present voted in favor. A letter concerning screening and mounding is to be submitted before the final plat is submitted. Council authorrzed the installation of 52 street lights in the Metro Center plat. Council discussed the residency requirement of the police ch~f. The following motion was made by Chambers, seconded by Mand and unanimously approved - The President of council is hereby reauested to appoint one or more members of council to function as a public safety committee of the council. Headlee and Chamber,e,to serve on committee. Committee is to study chief's residency problem. Headlee moved, Geese~,seconded and it was unanimously passed that the village adminstrator proceed with plans to replace the Bright Road bridge. Chambers moved, Geese;seconded and it was unanimously passed to approve the expenditure of $1000.00 and an additional $1000'00 if needed for fireworks for the Fourth of July celebration.
