HomeMy WebLinkAboutResolution 010-19RECORD OF RESOLUTIONS B"RETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No. 10-19 Passed A RESOLUTION ADOPTING THE FRANKLIN COUNTY NATURAL HAZARDS MITIGATION PLAN UPDATE WHEREAS, Franklin County has a history of experiencing damage from flooding, tornadoes, severe summer weather, and other hazards resulting in property loss, loss of life, economic hardship, and threats to public health and safety; and WHEREAS, the Franklin County Natural Hazards Mitigation Plan has been updated after more than a year of research and work done by Franklin County Emergency Management and Homeland Security and representatives of various local governmental agencies and stakeholder organizations; and WHEREAS, the plan recommends many mitigation actions, submitted by local jurisdictions designed to protect the people and property in Franklin County; and WHEREAS, adoption of a natural hazards mitigation plan is a show of support for continued natural hazards and a condition of eligibility to receive federal mitigation funds available through the Federal Emergency Management Agency. Franklin County Emergency Management and Homeland Security (FCEM&HS) first adopted a plan in 2007 and for the past year has been working on an update. It now needs its member communities to adopt the new plan. The Natural Hazards Mitigation Plan was completed by FCEM&HS with a committee of multi- disciplinary subject matter experts from across the county and representatives from all 42 jurisdictions. The Natural Hazards Mitigation Plan Update is designed to serve as a guide to local jurisdictions on efforts to mitigate the loss of life and property from natural hazards faced by Franklin County. It contains details on hazards and possible strategies to reduce theirimpacts. The City is not required to take any actions or fund any projects identified in the plan. The plan serves as a guide to mitigation actions, but is not a mandate to act. Adopting the plan assures the City's eligibility to receive federal mitigation funds as they become available. Communities not participating in the County plan are required to complete their own plans in order to receive funds. 7 Staff recommends Council approval of Resolution 10-19, adopting the Franklin County Natural Hazards Mitigation Plan.
