The February 19, 1979, meeting of the Village of Dublin council was called to
order by Mayor Robert Karrer. Roll call - William Callahan, present; Willard
Chambers, present; Ronald Geese, ,.asent; Catherine Headlee, present!; Charles
Mand, present; Jacob Shawan, absent. The minutes of the February 5 meeting werE en~
read, Mand moved approval of the minutes, Headlee seconded, all present voted
in favor of approval of the minutes. The following bills were submitted for
payment:

Headlee moved payment of the bills, Chambers seconded, all present voted in
favor of payment of the bills.

Ordinance 04-79 appointing Frank Dunbar, John Guy, Jr, Ron
Jezerinac, Jeffrey Rich and Lorenzo Sheets
to the Board of Zoning appeals was read for a third time. All present voted
in favor of the ordinance. 04-79 passed 4-0.

Resolution 09-79 designating d~ositories for the Village of Dublin active
and inactive funds was introduced by Headlee and read for the first time.
Ordinance 18-79 authorizing the village adminstrator to advertise for two
new police cruisers was introduced by Chambers and read for the first time.
Ordinance 19~79 amending ordinance 27-74 (subdivioion regulations) to require
that all utilities be installed underground was introduced by Headlee and read
for the first time.
Resolution 10-79 setting a public hearing for Ordinance 19-79 was introidped by
Mand and read for the first time. All four present voted for the resol.lion.
Passed 4-0.

Council discussed the concept plan for the Donegal Cliffs rezoning and the
amended preliminary development .lan of Shannon Park. Mand moved, Chambers
seconded, and it was unanimously passed by those present to set a public
hearing on March 19, 1979, for the amended preliminary development plan in
Shannon Park. Callahan moved, Mand seconded, and it was unanimously passed
by those present to send a notice to the Shannon Park developers that the
village now has a storm water management ordinance. Callahan moved, Chambers,
seconded, and it was unanimously passed to hold a public hearing on March 19,
1979, on the Northwest Quad study.

The council discussed the proVision of uniform service for the maintainence
department. Council discussed a request from CompuServe concerning the
waterline payback, agreement is payback will come from fees from those who
hook into the waterline. Mand reported on the first meeting of the local
government committee and the proposed expansion of the recreation program both
in program and facilities. Callahan asked about the status of the study on
cable TV and what other communities are doing.
