A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
5800 BUILDING ROOF REPLACEMENT PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the 5800 Building Roof Replacement Project; and
WHEREAS, Council has determined that the bid submitted by Harold J. Becker Co.
constitutes the lowest and best bid.
NTHEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Harold J. Becker Co. in the total amount of
$384,900 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Harold J. Becker Co. for performance and completion of the 5800 Building Roof
Replacement pursuant to the Advertisement, Proposal and Contract Documents for
said project on file in the Division of Facilities Management.

Section 3. This Council further hereby authorizes and directs the City Manager, the
Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to prepare and sign all other agreements and instruments and to
take any other actions as may be necessary to implement this Resolution and
complete the Project.
Section 4. This Resolution hall take effect upon passage in accordance with

the 5800 Building Roof Replacement Project
#n December 19, 2018, bids were received, publicly opened, and read for the 5800 Building Roof
Replacement Project. This maintenance work consists of the removal of existing membrane systems,
insulation, and other roofing components and replacement of these items with a new roofing system
including a new membrane, insulation, sheet metal components, and flashings.
The Architects estimate for this project, including the two alternates, is $475,500. The lowest and best
bid for this project was submitted by Harold 3. Becker Co. Their bid for the base work and two alternates
totaled $384,900, well below the Architect's estimate. Staff has thoroughly reviewed all bids and a
summary of the bids is listed below.
The Architect has worked with Harold I Becker on previous projects and, along with a check of the
company's references, has confirmed their ability to complete the scope of services to the expected
standards. Construction will start around March 1, 2019 and is planned to be completed by early June
20194
Staff thoroughly reviewed the bid and met with Harold I Becker Co. to review the project and ensure
that all aspects of the project were understood and included in the bid. Staff recommends Council
approval of Resolution 06-19, accepting as lowest and best the bid of Harold I Becker Co. in the amount
of $384,900 and authorizing the City Manager to enter into a contract with Harold I Becker Co. for this
project.
