The January 22, 1979, meeting of the Village of Dublin council was called to
order by Mayor Robert Karrer. Roll call - William Callahan, present; Ronald
Geese, present; Catherine Headlee, present; Charles Mand, present; Jacob
Shawan, present. The minutes of the January 8 meeting were read,-Geese noted
that a letter from Harrison Smith was to be part of the approved preliminary
plat plan for the Evergreen subdivision. Geese moved -';roval of the minutes,
Headlee seconded, all voted in favor of approval. The foll~ng bills were

Geese moved payment of the cills, Mand seconded, all voted in favor of payment.
The clerk read a letter from a Perry Township/Dublin resident protesting the
double payment of police levys. SolictorSmith to study.

Headlee moved, Mand seconded and it was unanimously passed to name Bill
Chambers of 3000 Martin Road as councilman.

Ordinance 03-79 appointing Gerald Macklin, R Richard Royce, David Hamm,
Charles Johnson, and Tim Frederick to the architectural review board was
introduced by Mand and read for the first time, Geese moved to dispense with
the three time reading rule and pass as an emergency measure, Headlee seconded,
All exeept Chambers voted in favor of the motion and the ordinance, Chambers
abstained. Passed 5-0
Ordinance 04-79 naming H Dan Smith, Richard Leppert, Ronald Jezerinac, John
Guy, Jr. and John Shonkwiler to the coard of zoning appeals was int'I'Dduced
by Headlee and read for the first time. Headlee moved to dispense with the
three time reading rule, Shawan seconded, Callahan, no; Chambers, yes; Geese
no; Headlee, yes; Mand, no; Shawan, yes. Failed 3-3.
Ordinance 05-79 appointing Shirley Walters, Adam Hirth, and Richard Toberen
to the cemetery commission was introdll~ed by Shawan and read for the first
time, Shawan moved to dispense with the three time reading rule and pass as
an emergency measure, Headlee seconded, all voted in favor of the motion,
all voted in favor of the ordinance except Chambers who abstained. Passed 5-0
Ordinance 06-79 naming Mary Ann Kratzer to the Park and Recreation commission
was introduced by Mand and read for the first time, Mand moved to dispense
with the ~hree time reading rule and pass as an emergency measure, Geese
seconded, all voted in favor of the motion and the ordinance. Passed 6-0

Resolution 03-79 advertising for depository for public funds was introdueed
by Shawan and read for the first time, Mand moved to dispense with three time
reading rule and pass as an emergency measure, Shawan seconded, all voted in
favor of the motion and the resolution. Passed 6-0
Resolution 04-79 naming John Gothennan as special council to the charter
commission was introduced by Geese and read for the first time, Headlee moved
to dispense with the three time reading rule, Geese seconded, all voted in
favor of the motion and the resolution. Passed 6-0

Ordinance 01-19 transferi:tig funds in the amount of $10,000.00 from the general
fund, $50,000.00 to the pOlice/safety fund, $10,000.00 to the street CM&R
fund and $10,000.00 to the building department fund was introduced by Mand
and read for the first time, Callahan moved to dispense with the three time
reading rule and pass as an emergency measure, Mand seconded, all voted in
favor of the motion and the ordinance, passed 6-0.

Ordinance 08-19 employing Charles R Wolfe as village engineer was introduced
by Headlee and read for the first time, Shawan moved the folOwing amendment,
in paragraph 9-D add, with the approval of council. Mand seconded the amend
ment. All voted in favor of the amendment except Chambers who abstained.
Mand moved to dispense with the three time reading rule and pass as an emer-
gency measure, Geese seconded, all voted in favor of the motion and the
o~inance except Chambers who abstained, passed 5-0.

REsolution 05-19 reauiring an 8! by 11 print to be submitted with all zoning
matters was introduced by Headlee and read for the first time, Geese moved
to amend by adding an acceptable slide presentation in place of the print1
Mand seconded the amendment, all voted in favor of the amendment, Geese
moved to dispense with the three time reading rule and pass as an emergency
measure, all voted in favor of the motion and the ordinance, passed 6-0.
Ordinance 10-19 proposing a rezoning of .813 acres on West Bridge street to
communi ty commercial was introduced by Geese and read for the first time.
Resolution 06-19 setting a public hearing on March 5 for or~ance 10-19 was
introduced by Shawan and read for the first time, Mand moved to dispense with
the three time reading rule, Callahan seconded, all voted in favvr of the
motion and the resolution, passed 6-0.
Ordinance 11-19 proposing a rezoning of 46.1 acres on the West side of 1-210
to light industrial was introduced by Shawano

REsolution 01-19 setting apublic hearing on March 5 for ordinance 11-19 was
introduced by Shawan and read for the first time, Shawan moved to dispense
with the three time reading rule, Callahan seconded, all voted in favor of
the motion and the resolution, passed 6-0.
Ordinance 12-19 amending the minimium lot size in R-1 zoning was intro.~ced
by Geese and read for the first time.
REsolution 08-19 setting apublic hearing on March 5 for ordinance 12-79 was
introduced by Mand and read for the first time, Callahan moved to dispense
with the three time reading rule, Geese seconded, all voted in favor of the
motion and the reSOlution, passed 6-0.
Mand moved, Callahan seconded approval of the final plat plan of Banning and
Pickett's Metro Center on Frantz Road, all voted in favor except Chambers
who abstained, passed 5-0.
Mand moved, Geese seconded, and it was unanimously passed to purchase a re-
placement truck for the truck destroyed by fire, all voted in favor, 6-0.
Council discussed office space needs and a fence ordinance. Mand moved,
Geese seconded that Jacob Shawan represent the council on the local govern....~
meat committee, all voted in favor. Council discussed need of an elevator
maintainence contract. Mand asked about the status of the sign ordinance in
p & z. P & Z waiting for council input.
