order by Council President Robert Karrer. Roll call - William Callahan,
present; Ronald Geese, present; Catherine~Headlee, present; Robert Karrer,
presiding; Charles Mand, present; Jacob Shawan, present. The clerk read a
letter of resignation from Mayor Charles Coffman. Judge Clayton Rose then
swore in Robert Karrer as mayor. The minutes of the December 18 meeting were
read, Mand moved approval of the minutes, Headlee seconded, all voted in favor

Mand moved paym~nt of the bills, Shawan seconded, all voted in favor.

Karrer asked for nomination for council president, Mand nominated Catherine
Headlee, Geese seconded the nomination. Shawan moved the nominations be
closed, Callahan seconded, Callahan moved that Headlee be elected council
president by acclimation, Geese seconded, all voted in favor.
Correspondence was read from the EPA about apartments on state route #745,
from Godwin Bohm about a R-1 development on state route #745, letter about
CC zoning and notice of a hearing by the department of liquor control.
Ordinance 106~18 confirming the appointment of Russell Nitsch as a full time
police officer was read for a second time.

Resolution 48-18 accepting the rates of the Franklin County Budget Commission
in the total amount of 2.95 mills was read for the second time. Geese moved
to dispense with the three time reading rule and pass as an emergency measure,
Callahan seconded, all voted in favor of the motion and the resolution,
resolution 48-18 passed 5-0.
Geese then moved to di spense with the three time reading rule and pass ordinan e

and the ordinance.
Ordinance 01-19 adopting the 1919 appropriations in the total amount of
$4,234,320.00 introduced by Shawan and read for the first time, Headlee moved
to dispense with the three time reading rule and pass as an emergency measure,
Geese seconded, all voted in favor of the motion and the erdinance, passed 5

Resolution 01-79 accepting waterline easements on David Road from Floyd and lma
MOore and Virgil and Ethel Schnell was introduced by Headlee and read for the
first time, Mand moved to dispense with the three time reading rule, Geese
seconded, all voted in favor of the motion and the re$olution, passed 5-0.
Resolution 02-79 commending David Hoke for the Dublin Wendy's Roadrace was
introduced by Geese and read for the first time, Headlee moved, Shawan seconded
to dispense with the three time reading rule, all voted in favor of the motion
and the resolution, passed 5-0.

Ordinance 02-79 appointing Charles Mand to the parks and Recreation Committee
was introduced by Headlee and read for the first time, Geese moved to dispense
with the three time reading rule, Callahan seconded, all voted in favor of the
motion and the ordinance, passed 5-0.
The Evergreen preliminar.y plat plan was discussed, Callahan moved, Geese
seconded, and it was unanimously passed to add the following amendment, the
approval will be contingent upon the village engineer's approval as to the
feasibility of the storm water drainage system. Callahan .moved, Mand seconded
and it was unanimously passed to accept the preliminary plat with the amendment
passea 5-0.
Headlee moved, Geese seconded and it was unanimously passed to refer two
rezoning applications to planning and zoning.
Karrer appointed Headlee, Shawan and Callahan to a committee to screen and
review the applicants for the adminstrative assistant position. All of council
will interview the two applicants for the engineer position.
Karrer declared the meeting adjourned
