Frances Shawan presented the village with a new American flag which has flown over the nation's capital building. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, presiding; Charles Mand, present; Jacob Shawan absent. The minutes of the December 11 special meeting were read, Head~ee moved approval, Geese seconded, all present voted in favor of approval. All present voted in favor. Resolution 47-78 passed 4-0. Ordinance 106~78 approving the probationary appointment of Russell Nitsch as a full time police officer was introduced by Headlee and read for the first time. Resolution 48-78 accepting the rates and amounts established by the Franklin County budget commission was introduced by Headlee and read for the first time~ Mand moved, Geese seconded, and it was unanimously passed by those present to accept the final plat of Muirfieid, phase 11. The council again discussed the problem of roads in the O'Shaunnessey sub- division, the roadways are dedicated, the lots are small, roads could be built and assessed to the property owners. Building inspector Robert McCoy expressed some problems with building in the area. Council asked for an approximate amount of costs for building roads in the area. Solici tor Smith announced that all easements have been secured for the David Road waterline. ",.,.
