A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE DUBLIN ARTS COUNCIL ENTRY PLAZA
IMPROVEMENTS AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR THE PROJECT.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Dublin Arts
Council Entry Plaza Improvements; and
WHEREAS, Council has determined that the base bid in the amount of $166,513.00
submitted by Builderscape, Inc. is the lowest and best bid; and
WHEREAS, this project was programmed in the 2018 Bed Tax Fund; and
WHEREAS, funding will be available in the Capital Improvements Tax Fund.
NOW, THEEFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring, that:
Section 1. The base bid in the amount of $166,513.00 submitted by Builderscape,
Inc. is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Builderscape, Inc. for the Dublin Arts Council Entry Plaza Improvements as specified
within the bid proposal and the City's bid documents on file in the Department of
Parks & Recreation.
Section 3. This Council further hereby authorizes and directs the City Manager, the
Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to prepare and sign all other agreements and instruments and to
take any other actions as may be necessary to implement this Resolution and
complete the Project.
Section 4. This Resolution shall take effect and be in force upon passage in
accorqtajnce with Section 4;04(a) of the Revised Charter.

On Thursday, November 8, bids were opened for the Dublin Arts Council — Entry Plaza
Improvements project, Two (2) bids were received (Exhibit A). The funds for this project were
included in the 2018 CIP budget in the amount of $350,000 and the consultants estimate for the
project was just under $200,000 (including contingency and construction testing). Per (Exhibit A),
the bid amount was $166,51300 from Builderscape, Inc. Staff also requests an additional $17,000
for special inspections, materials testing, and construction contingency be included in the
encumbered funding.
The project consists of the materials and labor necessary for the construction of a natural stone
plaza and event area, natural stone -faced seat walls and columns, grass paving system,
landscape improvements and art display space. The project team met with the representatives
of the Dublin Arts Council multiple times throughout the design process to ensure their needs
and preferences are met. The attached map shows the location of the Dublin Arts Council
improvements site (Exhibit B), Complete construction details are available for review in the
Council Planning room.
The City of Dublin has worked with Builderscape, Inc. on a variety of other projects and has
successfully completed the work without any issues.
Recommendation
Staff recommends adoption of Resolution 6918, accepting Builderscape, Inc°s complete bid in the
amount of $166,51300 with an additional $17,000,00 to fund special inspections, material testing,
and construction contingency for a total of $183,513,00. With adoption, construction is anticipated
to commence this winter,

SYSTEMS, SURFACE PAVEMENTS, FIXTURES OR STRUCTURES THAT ARE
NOT SPECIFICALLY INDICATED TO BE REMOVED OR RELOCATED AS PART
OF THE PROJECT CONSTRUCTION. IN THE EVENT THAT ANY EXISTING
DRAINAGE STRUCTURES OR UTILITIES ARE DAMAGED AND THE
SERVICES DISRUPTED, THE LINES SHALL BE IMMEDIATELY REPAIRED
AND THE SERVICES RESTORED AS DIRECTED B THE OWNER'S
REPRESENTATIVE AT NO COST TO THE CITY.

OWNER'S REPRESENTATIVE SHALL BE NOTIFIED IMMEDIATELY FOR
RESOLUTION.
15. ALL WALKWAYS AND HARDSCAPE ELEMENTS SHALL HAVE SMOOTH
CONTINUOUS CURVES AS INDICATED ON PLANS.
16. ALL CONCRETE SCORING IS PARALLEL AND PERPENDICULAR TO THE
WALK UNLESS OTHERWISE NOTED.
