Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles Mand, present; Jaco~ Shawan, present. The minutes of the November 6 meeting were read. Headlee moved approval of the minutes, Karrer se~onded, all voted in favor of approval. The clerk read a letter from C&SO Electric Company about proposed rate increase. William Halley asked about reimbursement for water lines at Karrer Place subdivision. Ordinance 81-78 amending the zoning code for the Sawmill-161 Quad was read for a third time. Mand moved to table so an amendment can be considered, Geese seconded, all voted in favor of approval to ta'Dle. Ordinance 82-78 to amend the subdivision regulations in the area of drain- age was read for a third time. Callahan moved the following amendment _ Exemption to this ordinance may be granted if council and village engineer determine that no downstream flood liability will be incurred. Exemption to the requirement for access easement may be granted by council if applicant shows adequate access by other measures. Mand seconded the motion to amend, all voted in favor of the motion, all voted in favor of the ordinance, passed 6-0. Ordinance 84-78 rezoning aoreage on Frantz Road was read for a third time. Vote - Callahan, no; Geese, abstain; Headlee, yes; Karrer, yes; Mand, yes; Shawan, yes. Ordinance passed 4-1. Ordinance 85-78establishing a building department was read fora third time, vote was unanimous, passed 6-0. Ordinance 94-78 directing the appropriation of property for construction of phase II sewers was introduced by Shawan and read for the first time, Shawan moved to dispense with the three time reading rule, Karrer seconded, all voted in favor of the motion and the ordinance, passed 6-0. ,.... ~ Ordinance 95...78 approving the six months pI'0bationary appointment of Dan Beaudry as a full time police officer was introduced by Shawan and read for the first time, Shawan moved to dispense with the three time reading rule, Karrer seconded, Callahan, no; Geese, yes; Headlee, yes; Mand, no; Shawan, yes. Motion failed. Ordinance 99-78 naming Charles Mand, Jacob Shawan, Robert Karrer, Catherine Headlee, and Donald CAudy to the Dublin Community Improvement Corporation was introduced by Geese and read for the first time. Geese moved to dispense with the three time reading rule and Headlee seconded, all voted in favor of the motion and the ordinance, passed 6-0. Fonn No. 1097 ~ Held November.2Qt-1978 contillueduu 19 Resolution 44-78 declaring the intent to appropriate, property of Floyd and Ima Moore, and Virgil and Ethel Schnell for the DAvid Road water system was introduced by Geese and read for the first time, Geese moved to dispense with three time reading rule and pass as an emergency measure, Headlee seconded, all voted for the motion and the resolution, passed 6-0. ~ REsolution 45-78 approving and accepting an easement from Lois M NeueneshwaJider for the phase #2 sewer system was introduced by Geese and read for the first time, Mand moved to dispensewith the three time reading rule, Headlee seconded all voted in favor of the motion and the resolution, passed 6-0. .."j Resolution 46-78 authorizing the Dublin Charter Commission to use the legal services of the village solicitor without cost to the commission was introduced by Headlee and readfor the first time, Shawan moved to dispense with the three time reading rule, Mand seconded, all voted in favor of the motion and the resolution, passed 6-0. Ordinance 97-18 accepting the bid of the MOrton Salt. Company in the amount of $21.49 per ton was introduced by Headlee and read for the first time, Headlee moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the ordinance, passed 6-0. Ordinance 98-78 to amend the zoning ordinance was introduced by Mand and read for the first time. ~ 47-78 providing for the coordination between council, the school board, and the business commUnity and to authorize council to make its designee to participate in study and discussion meetingS was introduced by Shawan and read for the first time. - Mand moved, Geese seconded to reimburse $1195.96 to William Halley for his cost incurred to install waterlines in village right a way. Motion and second were withdrawn for further study. - Jim Evans of Ohio Video Services asked for a non exclusive right to service the village, council asked the solicitor to study the proposal. Columbus SerVice arid Mortgage Company asked for sewer service to the area of the Southwest corner of Bright Road and Sawmill Road. Council agreed to accept plan if it is acceptable to the engineer and solicitor. Council approved village adminstrators proposal to proceed with accoustical plans.
