The November 6, 1918, meeting of the Village of Dublin council was called to
order by Mayor Cnarles Coffman. Roll call - William Callahan, pre~el}.t;
Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present;
Charles Mand, present; Jacob Shawanj present. The minutes of the October 16
meeting were read. Mand moved approval, Karrer secon~ed, all voted in favor.

Shawan moved payment of the bills, Mand seconded, all voted in favor.

Two letters from the Board of Zoning Appeals were read, one approving k sign'
for Rax Restaurant and the other approving a conditional use permit for 200
West Bridge Street.
Mand moved, Geese seconded, and it was unanimously passed not to object to
a two day temporary permit for F-2 license at Rivera Country Club.
Ordinance 81-78 to amend the zoning code for the Sawmill Road, state route
#161 quadrant was read for a second time and a public hearing was held,
Larry Helman spoke for the ordinance and no one spoke in opposition.
Ordinance 82~78 to amend the subdivision regulations concerning drainage was
read for a second time, no one spoke for or in opposition to the ordinance.

Ordinance 84-18 on the proposed rezoning of the Coffman-Miller tract on
Frantz Road was read for a second time and a publiC hearing was held. Pat
Grabill and Bob McCoy spoke for the ordinance. Council President Robert
Karrer presided during the public hearing.

Ordinance 19-18 the proposed rezoning to PUD for Indian Run Meadows was read
for a third time, vote on the ordinance - CAllahan, yes; Geese, no; Headlee,
yes; Karrer, yes; Mand, no; Shawan, yes. Ordinance 79-78 passed 4-2.
Ordinance 87-78 limiting taps on the Summitview waterline was read for a third
time, Geese moved to amend by adding to sections one and two, Callahan secondec,
all voted in favor of the amendment, Karrer moved, Shawan seconded to table
the ordinance, Callahan, no; Geese,no; Headlee, no; Karrer, yes; Mand, no;
Shawan, yes. Motion to table failed, 2-4. Vote on the ordinance - Callahan,
yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no. Passed 4-2.
Ordinance 92-78 to increase payment to Godwin Bohm for park planning and
supervising of bidding and construction was introduced by Headlee and read

Resolution 42-78 approving and accepting a waterline easement from Shirley
Schirtzinger for $300.00 was introduced by Karrer and read for the first time,
Geese moved to dispense with the three time reading rule, Mand seconded, all
voted in favor of the motion and the resolution~ Passed 6-0.

Ordinance 93-78 entering into a contract with Paul Askins for appriasal
services to obtain easements for a waterline was introduced by Headlee and
read for the first time. Mand moved to table the ordinance and then withdrew
the motion. Headlee moved to dispense with the three time reading rule, Geese
seconded, all except Callahan voted in favor of the motion and the Q~inance.
Passed 5-1.
Resolution 43-78 authorizing the mayor to make five appointments to the
Dublin Area Commanity Improvement Corporation was read for first time after
being introduced by Mand, Mand moved, Shawan seconded and it was unanimously
passed to amend the resolution by adding that council must concur with the
appointments. Shawan moved to dispense with the three time reading rule,
Mand seconded, all voted in favor of the motion and the resolution. Passed 6-0
Mand moved, Karrer seconded, and it was unanimously passed to accept the final
plat of Muiffield phase 12, 124 lots. Callahan moved, Malid seconded to re-
move ordinance 85-78, establishing a building department, from the table.
Callahan, yes; Geese, no; Headlee, no: Karrer, no; Mand, yes; Shawan, no.
Motion failed 2-4. Callahan moved, Mand seconded and it was unanimously
passed that expenditures to provide temporary services for read maintainence
be made and that the village adminstrator take what steps are necessary to
accomplish this. Mike Briody of Warner Cable asked council for permission
to make a preliminary surveyor the village with the help of the village
adminstrator.
