Fonn No. 1097 ~ Held _October 16, J978 19 The October 16, 1978, meeting of the Village of Duclin council was called to order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Rolert Karrer, present; Charles Mand, present; Jacol Shawan, present. The minutes of the October 2 meeting were read, Headlee moved approval, Karrer seconded, all voted in favor. A letter from EPA noting denial of proposed sewerage system for labratory com- pany West of Dublin was read. Ordinance 69-78 the rezoning of Donegal Cliffs to R-3 was again discussed. Vote on 69-78 - Callahan, no; Geese, no; Headlee, no; Karrer, yes; Mand, no; Shawan, yes. Ordinance 69-78 failed 2-4. ~'1l4I) Ordinance 79-78 rezoning Indian Run Meadow from ~1 to PUD was read for a ~ time and a public hearing was held, no one spoke in opposition to the ordinance. Ordinance 76-78 rezoning a part of Muirfield along state route #745 to PUD was read for a third time, all voted in favor of the ordinance, passed 6-0. Ordinance 83-78 to deny permission for road construction in the Waterford Village area was read for a thtrd time, all voted in favor, passed 6-0. Ordinance 85-78 to establish a building department was read for a third time, Shawan moved, Geese seconded, and it was unanimously passed to table ordinance 85-78 for one month for further study of costs and the obligation of the village with the present engineering firm. The mayor appointed Callahan, Geese and Shawan to make the study. ",... Ordinance 87-78 to limit the amount of taps on the Summitview Road waterline was read for a second time. ...... Resolution 40-78 approving and granting sewer easements to Rita Salatino and the Yassenoff Foundation was introduced by Mand and read for the first time, Mand moved to dispense with the three reading rule, Headlee seconded, all voted in favor of the motion and the resolution, resolution 40-78 passed 6-0. Ordinance 89-78 directing the mayor to cause notice on intent to appropriate property for the phase II municipal sewerage collection system was introduced by Shawan and read for the first time, Headlee moved to dispense with the three time reading rule, Mand seconded, all ~ted in favor of the motion except Geese, all voted in favor of the ordinance except Geese, ordinance 89-78 passed 5-1. Fonn No. 1097 ~ II elel Octol er16, 1978 continued 19 Ordinance 90-78 vacating the remaining portion of Drake Road was introduced by Karrer and read for the first time, Geese moved to dispense with the three timE reading rule, Shawan seconded, all voted in favor of the motion except Headlee, all voted in favor of the ordinance, ordinance 90-78 passed 6-0. -- Ordinance 91-78 to vacate an easement in reserve LL, Muirfield Village, phase 8 was introduced by Headlee and read for the first time, Karrer moved to dispense with the three time reading rule, Mand seconded, all voted in favor of the motion and the ordinance except Headlee, ordinance 91-78 passed ~~. ..... Karrer moved, Headlee seconded and it was unanimously passed to waive council rule of order. so that the following resolution could be introduced, resolution 41-78 approving and accepting certain easements for the constructaoI of a waterline on David Road was introduced ty Mand and read for the first time, Geese moved to dispense with the three time reading rule and pass as an emergency measure, Headlee seconded. Easements are from Hazel Brill, Louis & Dorotha Haueisen, Roger & Betty Rector, M. H. Shroyer, and Earl & Mary WArner. All voted in favor of the motion except Callahan, all voted in favor of the resolution except Callahan, resolution 41-78 ~assed 5-1. Shawan moved, Mand seconded and it was unanimously passed that council go on record as supporting the current school bond issue. Mayor Coffman de- clared Monday, October 30, 1978, as Beggars Night. Callahan proposed the village buy United STates, Ohio and Village of Dublin flags to hang in council chambers, Callahan noted a problem with Wimpey Development with the access onto Martin Road and a need to study the use of temporary signs within the village. Mand noted a Park and Recreation meeting on November 8. Geese asked that council study the Wolfe report on waterlines and requested a planning meeting with council, the mayor and the police chief. Headlee asked for more inf~rmation to be published about the closing of Coffman Road for the installation of a storm sewer line and how many residents have not been hooked up to the #1 sewer line, Mayor Coffman noted 12 to 15 homes have not teen hooked up. Shawan suggested that council seek regular meetings with '""_ . the school board, chamber of commerce, newly formed CI~, township trustees and such groups. Council approved the village adminstrators recuest to purchase $1,000.00 worth of replacement trees for Coffman Park. ....... .....
