"... -- The October 2, 1978, meeting of the Village of Dublin council was called to ordEr by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles Mand, present; Jacob Shawan, present. The minutes of the September 18 meeting were read, Headlee moved approval of the minutes, Shawan seconded, all voted in favor of approval. Ordinance 69-78 the rezoning of Donegal Cliffs was again disouseed. Shawan moved, Karrer seconded that the area to be rezoned be limited to 270 lots, Callahan, yes; Geese, yes; Headlee, yes; Karrer, yes; Mand, no; Shawan, yes. Callahan moved, Mand seconded to add the following amendment to the ordinance, ~the event that development occurs and services such as, water and sewer, are not available, the developers waives the right, if he has such a right, to the availability of such services. Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no. Dan Smith asked council to table the ordinance, Karrer moved, Geese seconded, and it was unanimously passed to table the ordinance until the October 16, 1978, meeting. Ordinance 82-78 amending the subdivision regulation concerning draipage was read for a second time, Shawan moved, Karrer seconded to send the ordinance to planning and zoning, Callahan, no; Geese, no; Headlee, no; Karrer, yes; Mand, no; Shawan, yes. Ordinance 83-78 to deny permission for road construction in an area of Waterford Village was read for a second time. REsolution 35-78 to use MORR:: for water quaE ty management was read for a second time, Geese moved to dispense with the three time reading rule, Mand seconded, all voted in favor of the motion except Shawan, all voted in favor of the resolution. except Shawano Resolution 35-78 passed 5-1. Ordinance 85-78 to establish a building department was read for a second time, Shawan moved to table the ~dinance, Karrer seconded, Callahan, no; Geese,no; Headlee, no; Karrer, yes; Mand, no; Shawan, yes. Motion failed 2-4. Resolatien37-78 setting a public hearing on ordinance 82-78 was introduced by Geese and read for the first time, Geese moved to dispense with the three time reading rule, Mand seconded, all voted in favor of the motion, except Shawan, all voted in favor of the resolution except Shawano REsolution 37-78 passed 5- . Resolution 38-78 passed 6-0. Resolution 39-78 approving and accepting certain easements for sanitary sewers --, was introduced by Shawan and read for the first time, Mand moved to dispense w' lih! the three time reading rule, Headlee seconded, all toted in favor of the motior ..J and the resolution. Resolution 39-78 passed 6-0. Ordinance 87-78 regulating the maximium number of taps on the Northern Water line at 1300 was introduned by Geese and read for the first time. Ordinance 88-78 the final appointment of Randall Louks as a "full time police officer was introduced by Karrer and read for the first time, Shawan moved to dispense with the three time reading rule, Mand seconded, all voted in faVOl of the motion and the ordinance. Ordinance 88-78 passed 6-0. Callahan moved, Shawan seconded and it was unanimously approved to accept the final plat of Mui:r'field phase 4, part 2. Sheldon reported on the accoustics and seating arrangement for council chambers, council requested further study and reports. Mand asked a'bOut the status of sewer line, if the trash bins could be held for two more weeks, and the long range plans for the ij8@Billi8g of dogs. EPA says that construction of the sewer must start by Deoember 21, 1978. Geese noted concern about the speeding and number of accidents on the curves of Avery and Brand Roads. Headlee expressed concern over the number of downed road signs and a system of reporting missing signs. Shawan noted a need for the committee to be formet to study future road improvements and he praised Lieutenant Jay Vance for his advanced polioe s~hooling. Soli~itot Smith received councils approval to hold further discussions withDavid Road residents about a waterline easement. ...... ...
