Fonn No. 1097 ~ II eld SEPrEMBER 18 L 1918 T 19 "... The September 18, 1978, meeting of the Village of Dublin council was called to order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles Mand, present; Jaoob Shawan, present. The minutes of the September 11 meeting were read, Headlee moved approval, Karrer seconded, all voted in favor of approval of the minutes. The foll owing bills were submitted for payment: Payroll Agler Davidson Sprtg Gds Franklin County Commissioners Weisheimers Pet Supply Ace Portable Toilets Xerox Corporation W Born and Associates Karrer moved payment of the 7941.46 Godwin Bohm NBBJ 183.98 The Columbus Dispatch 30.00 Burgess and Niple Ltd 10.45 Granville Road Car Wash 120.00 Coover Construction Co 33.04 Jeff Frambes 11.15 Helen Kinzer bills, Callahan seconded, all voted in 1869.37 127.50 5894.29 10.50 1412.00 138.05 359.85 favor. -...., Ordinance 69-18 rezoning Donegal Cliffs to R-3 was read for a third time. The number of lots in the R-3 zoning was disoussed, Dan Smith said,the.~xim~ number of lots will be 210, Smith asked the vote be tabled to the next meeting, Callahan moved, Karrer seconded, and it was unanimously passed to table ordinance 69-18 until the October 2 meeting. Ordinance 10-18 making changes in the zoning code was read for a third time, all voted in favor of the ordinance, passed 6-0. '- Resolution 32-18 declaring the intent to appropriate property for phee two sewers was read for a second time, Callahan moved to dispense with,. th{'l three time reading and pass as an emergency measure, Shawan seconded, all voted in favor of the motion and the resolution, passed 6-0. Resolution 33-18 approving and accepting certain easements for sanitary sewers was introduced by Headlee and read for the first time, Karrer moved to dispense with the three time reading rule, Shawan seconded, all voted in favor of the motion except Hand who abstained, all voted in favor of the resolution except Mand who abstained, passed 5-0. Ordinance 81-78 to amend the zoning ordinance to provide for additional zoning district of the Sawmill-161 quadrant was introduced by Geese and read for the first time. Resolution 3~-78 to set a public hearing for the rezoning ordinance 81-18 was introduced by Geese and read for the first time, Karrer moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion and the resolution, passed 6-0. Public hearing for ordinance 81-78 was set for November 6, 1978. Ordinance 82-18 to amend ordinance 21-14 the subdivision regulations relative to storm water drainage was introduced by Callahan and read for the first time. , 'n Ordinance 83-78 directing that no permit be issued for the opening of a ~d way or highway in the area of vlaterford Village was introduced by Geese and read for the first time. "... Resolution 35-18 agreeing to partici~te in locally fundedkJmonitoring and coordinating program established by the MORPC was introduced ly Mand and read for the first time. '-'" Ordinance 84-18 providing for a change in zoning of certain real estate, 24+ acres on Frantz Road, to surburban office, commbmity commercial, and R12 was introduced by Shawan and read for the first time. \, Resolution 36-18 to set a public hearing for the proposed rezoning ordinance 84-18 was introduced by Karrer and read for the first time, Mand moved to dispense with the three time reading rule, Shawan seconded, all present voted in favor of the motion and the reSOlution, pavsed 6-0. Headlee moved, Karrer seconded and it was unanimously passed to dispense with council rule of orde:" so that ordinance 86-78 could be introduced, Mand introduced the ordinance to accept the bid of Sam Belfiore Construction Company Jin the amount of $12,006.00 for the rehabilitation of the buidling on Post Road which is to be used by the No~rea Mental Heaith. Mand moved to dispense with the three time reading rule and pass as an energency measure Headlee seconded, all voted in favor of the motion and the ordinance, passed 6-0. As part of the method of payment for the rehabilitation, the village adminstrator will ask the MORPC to transfer an approved recuest for $4000.00 for sidewalk repairs under CDA funds to this rehag project and the village adminstrator will ask for an additional allocations from MOREe for $3006.00 to assist in the payment. Council approved this action. $5000.00 had already been approved. ~ .",.,J Mand moved, Geese seconded, and it was unanimously passed to accept the $6000.C) program for the ,pprovement of Glick Road. Shawan asked that.. committee be formed to study alte6ative methods to the settlement of the Glick Road problem. Mallahan moved, Mand seconded and it was passed 5-1 with Karrer voting no that a second accoustical opinion and an interior decorators opinion be secured concerning the council chambers. Mand moved, Headlee seconded and it was unanimQusly passed that James Ferguson be paid an additional $100.00 for work done during the summer recreation period. Callahan disuussed water pressure, lighting in council chambers, and the seating arrangement for council. Headlee discussed the old cemetery. Geese asked about the mowing of weeds on the empty lots in all subdivisions. Mand discussed the proposed repairs to the bttdge over the Scioto River which could close the bridge for six months. ~; .....
