The September 11, 1978 meeting of the Village of Dublin council was called to
order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald
Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles
Mand, present; Jacob Shawan, present. The minutes of the August 21 meeting
were read. Headlee moved, Geese seconded and it was una~imously passed to
approve the minutes. The following bills were subnitted for payment:

Mand moved, Geeses seconded, and it was ~imously passed to pay the bills.
The clerk read a letter from the Ohio Department of Highways noting it was
not feasible to have three lan4s of t~affic on the Scioto River Bridge.

A public hearing was heldcon the Donegal Cliffs rezoning, Dan Smith spoke in
favor of the rezoning and several people spoke against, after ordinanoe 69-78
was read for a second time.
A public hearing on proposed ohanges to the zoning code was held after
ordinance 70-78 was read for a second time. No one spoke to the Ordinance.
Ordmnce 71-78 t:ppointing Christine Yingst, Laurence SChaefer, and Steven
Rees as reserve policemen for a probationary period of six months was read
foil!' a third time. All voted in favor. Passed 6-0.

Resolution 25-78 fonning a Community Improvement Corporation was read for a
third time, Callahan moved the following amendment, development other t~ retai I
oommertcia,l shall be the primary emphasis of the ClC, no second. Vote on
the resolution was five in favor, with Headlee paSSing. Passed 5-0.

Resolution 29-78 authorizing the solicitor to enter into a contract with
the City of Columbus prosecutors office to handle Dublin cases in municipal
court was introduced by Karrer and read for the first time, Geese moved to
dispense with the three time reading rule and pass as an emergency measure,
Headlee seconded, all voted in favor of the ilOtion and the reSOlution, passed6-).
Ordinance 78-78 employing R Richard Royce as a building inspection consultant
was introduced by Geese and read for the first time, Geese moved to dispense
wi th the three time reading rule, Shawan seconded, all voted in favor of the
motion and the Ordinance.
Ordinance 79-78 on a proposed rezoning of 198 plus acres at comer of Post
Road and Aver.y Road, Indian Run Meadow, was introduced by Shawan and read for
the first time.

Resolution 30-78 setting a public hearing for Octo'ver 16, 1978, for ordinance
79-78 the ~zoning of 198+ acres at Post Road and Avery Road was introduced by
Geese and read for the first time, Karrer moved to dispense with the three
time reading rule, Headlee seoonded, all voted in favor of the motion and the
resolution, passed 6-0.

Resolution 31-78 accepting a sewer easement with Richard C and Jolene Gudesen
was introduced by Shawan and read for the first time, Headlee moved, Mand
seconded to dispense with the three time reading rule and pass as an emergency
measure, all voi'ed in favor of the motion and the resolution, ~assed 6-0.

Ordinance 80-78 an agreement with the state of Ohio for the improvement of
Sawmill Road from Bethel Road to 1-270 was introduced by Callahan and read for
the first time, Karrer moved to dispense with the three time reading rule and
pass as an emergency measure, Shawan seconded, all voted in favor of the motion
and the ordinance, passed 6-0.
Resolution 32-78 declaring the intent to appropriate property for phase II
municipal sewerage collection system was introduced by Shawan and read for
the first time, Karrer moved to dispense with the three time reading rule and
pass as an emergency measure, Callahan, yes; Geese, no; Headlee, no; Karrer,
yes; Mand, yes; Shawan, yes, ~ailed 4-2.
Council discussed three proposals from the Decker Construction Company for
the improvements of Glick Road, engineer to review the proposals and action
to be taken at September 18 meeting. Callahan asked that the Park and' Recreati I>n
board explore the area North on route 745 for park area, Mand noted that he ho:{:!!d
that this would be in the Godwin Bohm study. Callahan asked that the deoision
to put the dogs in the old municipal building near the library be reconsidered.
Headlee asked that study be made concerning need of a generator for the new
municipal building.
